Project:Asian Development Bank (ADB) Safely Managed Sanitation in Indonesia
Duration:12 months intermittent inputs; commencing February 2026
Location:Remote with travel to Indonesia required
Plan International Australia is recruiting for two international consultancy roles as part of an Asian Development Bank (ADB) project aimed at expanding access to safely managed sanitation for women children and vulnerable communities across Indonesia. These roles will support urban utilities in six Indonesian cities to strengthen wastewater systems digital infrastructure and data governance.

1. International Team Leader & GIS Specialist
In this role you will guide a multidisciplinary team of six international and local specialists while driving technical excellence across all project outputs.
Key Responsibilities
- Lead coordinate and quality-assure inputs from a combined team of international and local experts.
- Manage client and stakeholder engagement including workshops training sessions and reporting.
- Oversee the design of a GIS-based Sewer System and Customer Database for utility providers across six Indonesian cities.
- Ensure alignment with ADB standards government requirements and project milestones.
- Lead the overall project workplan implementation sequencing and progress monitoring to ensure timely delivery across all outputs.
- Manage project risks oversee mitigation plans and escalate issues appropriately to the client and Plan International project leadership.
What Youll Bring
- Extensive experience leading international development or infrastructure technical teams.
- Demonstrated expertise in GIS platforms spatial analysis and data architecture for WASH or urban infrastructure.
- Strong stakeholder engagement and facilitation capabilities.
- Experience working with ADB or similar multilateral development agencies (preferred)
- Experience working in Indonesia or similar contexts preferred
2. International Management Information System (MIS) Specialist
This role will develop the digital infrastructure needed to support wastewater service delivery early warning systems and data integration across multiple platforms.
Key Responsibilities
- Lead the development of a digital sewer system database and ensure seamless integration with GIS platforms.
- Design or integrate health- and disaster-related early warning system (EWS) functionality and SCADA linkages for wastewater infrastructure.
- Produce recommendations for a future-ready wastewater asset management information system ensuring compatibility with GIS and utility data frameworks.
- Collaboratewith the Team Leader and GIS Specialist to ensure technical interoperability across datasets and systems.
What Youll Bring
- Significant experience designing and integrating MIS solutions for utilities wastewater systems or complex infrastructure environments.
- Strong understanding of SCADA EWS and digital engineering systems relevant to public utilities.
- Demonstrated experience with GIS/MIS interoperability and data architecture.
- Experience delivering technical assignments within multilateral development projects (preferred)
- Experience working in Indonesia or similar contexts preferred
