The Department of Economic Security Division of Technology Services is seeking an experienced and highly motivated professional to join our team as an Information Technology Contract Manager. This position will provide oversight and management of Information Technology (IT) sourcing and procurement functions across all IT spending categories (e.g. hardware software services telecom). This position will also lead process improvement processes to improve the quality timeliness and performance of the sourcing and procurement team through improved governance staffing expertise tools/processes and data analysis.

This position may offer the ability to work remotely within Arizona based upon the departments business needs and continual meeting of expected performance measures.

All work including remote work should be performed within Arizona unless an exception is properly authorized in advance.

Job Duties:

Essential Duties and Responsibilities include but are not limited to:

Oversee IT sourcing and procurement operations aligning initiatives with organizational strategy and serving as the primary liaison between Procurement and DTS.

Lead process policy and lifecycle improvements by developing and maintaining sourcing policies procedures procurement strategies and audit management processes.

Manage contracts and vendor relationships including reviewing and negotiating software services telecom agreements and implementing comprehensive vendor management and performance evaluation.

Develop team skills and performance providing training evaluating competencies setting metrics and handling performance or disciplinary matters as needed.

Analyze technology spending and market trends to identify cost-optimization opportunities and support informed sourcing decisions.

Knowledge Skills & Abilities (KSAs):

Knowledge of:
Principles and practices of IT sourcing.
Procurement life cycle and vendor management methodologies.
IT industry knowledge in the areas of hardware software services and telecommunications.

Skills In:
Project management practices technical writing and composition of complex issues and ideas.
Lead a fast pace and contract negotiations organizing managing coordinating and evaluating complex procurement and sourcing actions group facilitation and presenting skills.
Leadership and motivation; team building complex problem solving critical thinking and the ability to manage conflict resolution.
Excellent oral and written skills.

Ability to:
Build and maintain professional relationships and lead in a fast-paced environment.
Learn department state policy procedures rules and regulations.
Take complex information and deliver an informative presentation to a diverse audience.
Multitask while meeting competing priorities and time frames.
Build and improve organizational capabilities through governance staff capabilities and processing data analysis.

Selective Preference(s):

This ideal candidate for this position will have:

Three years experience implementing and managing IT procurement and/or contracts.
Have a bachelors degree in business finance public administration computer science law or a related field.

Retirement:

State employees are required to participate in the Arizona State Retirement System (ASRS) the state-sponsored retirement contribution plan and the Long-Term Disability (LTD) program after a 27-week waiting period. The ASRS defined benefit plan provides for life-long income upon retirement. You will also have the option to participate in a voluntary deferred compensation program to take advantage of tax-deferred retirement investments.
