Position Summary:
Performs a variety of technical level engineering support for both internal and external customers. This position reviews plans reports and specifications; coordinates assigned activities with those of other City departments and staff contractors and utilities; provides support for the Community Development Department front counter City permit processing utility research and floodplain delineations; reviews plats and maps using the Geographical Information System (GIS); compiles and interprets data; and maintains and updates records and reports.
Essential Duties:
- Reviews plats plans blueprints and graphics for legal notices and topographic maps; utilizes technical engineering programs (e.g. 3D Civil Map View GIST CentralSquare eTRAKiT BluBeam Revu).
- Updates a variety of records including City water sewer drainage traffic and street drawings.
- Responds to or refers questions from the general public regarding public works projects infrastructure design or repair or other engineering topics; handles complex customer issues in a professional manner.
- Oversees or performs technical reviews of private contractors both on private property and in City right-of-way; references checklists City code and the General Engineering Standards.
- Reviews topographic survey information mapping boundary surveys and legal descriptions for the City.
- Responds to inquiries and questions regarding work within the right-of-way FEMA floodplain information engineering permits and existing water and wastewater utility lines and availability.
- Files and maintains construction drawings received in conventional or electronic formats; files flood elevation certificates associated studies and other information.
- Receives and reviews information regarding new subdivisions for compliance with City code.
- Prepares Pre-Application Conference (PAC) responses for the Public Works Department areas of interest.
- Coordinates comments on PAC reviews from key reviewers in Public Works; prepares for attends and presents Public Works comments on development proposals with applicants.
- Serves as a secondary contact within the Permit Center for telephone and in-person requests for information pertaining to Public Works for builders contractors engineers and the general public.
- Retrieves data from computer or hard copy files; answers and documents questions; and provides clerical support.
- Receives logs and reviews plans and reports; researches and identifies the availability of water and sewer service lines utilizing the digital Geographic Information System (GIS) mapping system as-built plans and field data.
- Generates and submits requests for water and sewer utility services; calculates utility construction impact fee charges.
- Performs other duties as assigned.
Qualifications:
Education and/or Experience:
High school diploma or equivalent required. Four (4) years of full-time experience in field engineering office engineering GIS permitting drafting surveying or closely related work; or any equivalent combination of education experience and training which provides the knowledge and abilities necessary to perform the essential functions of the position.
Licensing Certification and Other Requirements:
Possess a valid Arizona drivers license or obtain one within three (3) months of hire; desire EIT registration.

- Ability to establish and maintain effective working relationships with all stakeholders.
- Ability to understand and read plans and as-builts.
- Ability to exercise independent judgment.
Physical Demands and Working Conditions:
- Work is performed in a standard City office environment
- Safely operates a City vehicle and variety of standard office equipment including a computer terminal telephone 10-key calculator copier and fax machine requiring continuous and repetitive arm hand and eye movement.
- Work is performed in a relatively safe secure and stable work environment.
Successful candidate will receive a post-offer pre-employment background screening to include:
