Thurston County is seeking a highly motivated and qualified individual for the position of Information Technology Consultant III (ITC III) within the Information Technology Department. This ITC III position will function as an IT Project Manager and provide leadership and direction for multiple short-and-long term IT projects and initiatives in support of modernizing county business systems. The position will be responsible for establishing an IT Project Management framework for ongoing IT projects. This position will report directly to the county IT Project Management Office Lead.
The ideal candidate for this position is highly organized and possesses excellent communication skills that can bridge the gap between IT and business operations within various county elected offices and departments. The ideal candidate would possess a balance of technical analytical and Project Management competencies and have exemplary oral written presentation and communication skills needed for business and technical collaborative efforts.
Essential functions may include but are not limited to the following:
- Managing highly visible and enterprise IT projects
- Collecting and Coordinating key business needs as well as technology resources.
- Responsible for developing executing presenting communicating overseeing and closing for various project plans
- Manage budgets resources tasks risks performance and timelines associated with IT projects.
- Identifying managing and scheduling project deliverables milestones performance and required tasks.
- Developing technical and functional requirements and specifications; monitoring project results against technical specifications.
- Working closely with end users and key stakeholders to understand and prioritize business goals and information needs.
- Translating functional and technical requirements into Requests for Proposals (RFPs)
- Assisting in selecting and negotiating with software vendors and/or integration partners.

WORKING CONDITIONS:
- Work Environment Work is performed primarily in an office environment. Tasks may require bending kneeling stooping reaching and crawling. Physical exertion is required for lifting up to 50 pounds.
- Schedule - Monday Friday 8:00 a.m. 5:00 p.m. unless otherwise agreed emergencies or special projects this position may be required to be called in or work an irregular schedule and cause a temporary change in normal work hours. This includes working on non-business or extended hours on weekends and holidays for implementation or to troubleshoot outages attend early morning or evening meetings and/or be available by phone to answer questions.
- Travel Requirements - Occasional travel may be required to attend meetings or training. Travel required to provide on-site support to several county buildings including transporting equipment
- Customer Interactions - Daily interactions via phone in-person and video with Thurston County staff vendors stakeholders etc.

QUALIFICATIONS:
- Bachelors degree in computer science management information business administration or related field and four years of progressive responsibility with at least two years of the four in a project management experience may substitute for education on a year for year basis.
- Depending upon area of assignment experience must include a demonstrated knowledge in one or more of the following to successfully perform the essential job functions of the position:
- Thorough knowledge of personal computer hardware operating systems office automation software printers plotters etc.
- Thorough knowledge of networks servers communication devices system/network security systems.
- Thorough knowledge of programming languages database products and integration techniques on multiple computing platforms.
- Current Washington State Drivers License or have requested and obtained an appropriate accommodation.
- Employment is contingent upon passing a security background investigation.
DESIRED SKILLS:
- Professional IT or project management certification (e.g. PMP PMI-ACP ITIL) is preferred.
- Strong communication skills with the ability to convey information clearly and effectively both orally and in writing across all levels of the organization.
- Demonstrated ability to organize and prioritize work while effectively utilizing project management tools and technology resources.
- Proven ability to establish and maintain effective working relationships with internal teams external partners and stakeholders.
- Experience in training coaching and facilitating teams including evaluating staff performance and supporting professional development.
- Ability to manage large complex IT projects from initiation through completion using hybrid project management methodologies (e.g. combining Agile and Waterfall).
- Collaborative team member with the ability to contribute to and thrive in self-directed work teams.
- Adaptability in applying project management strategies to meet evolving business needs while ensuring compliance with county standards and procedures.
