Job Summary

  • Bachelors Degree or Diploma in a related field

  • Minimum 8 years of progressively responsible project and program management experience preferably in municipal operations

  • Minimum 3 years in a formal leadership role supervising project managers or professional staff

  • Proven experience working with or delivering against strategic municipal plans such as The City Plan Safe Mobility Strategy or Complete Streets Guidelines

Assets:

  • Additional certification or coursework/training in financial management; public works administration; change management; or other leadership training

  • Masters degree and/or a relevant designation (e.g. . PMP)

Skills required for success:

  • Leadership and Management: Demonstrated skills in leadership problem-solving project management conflict resolution interdisciplinary team building and supervision of a diverse workforce including performance monitoring and attendance management

  • Relationship Building and Communication: Proven ability to develop and maintain effective working relationships with internal and external partners and stakeholders with strong verbal and written communication skills to interact with diverse groups

  • Strategic Planning and Execution: Strong understanding of municipal infrastructure delivery and operations knowledge of key policies and frameworks (Safe Mobility Strategy The City Plan Complete Streets Bike Plan and Traffic Signals Program) and expertise in budget planning risk management public communication and technical project oversight

  • Organizational and Technical Skills: Ability to diagnose technical information make timely decisions prioritize tasks manage service delivery utilize software for reports and delegate effectively

Conditions of employment & work environment:

  • Up to: 1 permanent full-time position & 1 temporary full-time postiton for up to 18 months

  • Hours of work: 36.9 hours per week Monday - Friday

  • Salary: $105668.31 - $132083.940 (Annually)

  • This position may be eligible for a hybrid work arrangement with the flexibility to work from both home and the worksite

  • This position is eligible for the EDO program (Earned Day Off)

Recruitment Consultant: AS/SB

Edmonton rests in the heart of Treaty Six territory in Alberta and the homelands of the Metis Nation

The Safe Mobility Section at the City of Edmonton is seeking a strategic and experienced Program Manager to join its Safety Engineering Unit. This role is a key member of the Section Extended Leadership Team operating with collective leadership accountability to drive the strategy priorities and direction of the section and unit. The Program Manager will oversee capital and operational engineering programs applying evidence-based safe-system solutions to advance the Citys Vision Zero goal of eliminating traffic-related fatalities and serious injuries for all road users. This position involves supervising Project Managers and other project management team staff ensuring effective project execution across multiple portfolios within the Safe Mobility Section and aligning work with the City Plan Safe Mobility Strategy and City Council priorities. The successful candidate will operate with significant autonomy and responsibility cultivating strong internal and external partnerships and driving data-informed strategic decision-making to deliver projects on time on budget and with outcomes aligned with long-range city goals.

What will you do

  • Actively participate in developing strategies for the Unit and the broader Safe Mobility Strategy aligning with Corporate Departmental Branch and Section strategies

  • Ensure the alignment of structure processes competencies and culture with the Section and Units strategy

  • Lead the non-engineering planning delivery and continuous improvement of Safe Mobility engineering programs adhering to the Safe Mobility Strategy The City Plan Complete Streets Guidelines and other frameworks

  • Review and advise on project scopes schedules risks and outcomes to ensure alignment with technical standards and City priorities

  • Develop multi-year engineering program forecasts to support capital budgeting workforce planning and operational readiness

  • Translate strategic documents into practical program delivery plans

  • Partner with other City branches and leadership to support resourcing budgeting and policy development for future infrastructure needs

  • Utilize risk-based and data-informed planning methods to support proactive decision-making at the leadership level

  • Cultivate and maintain strong working relationships with internal and external partners across departments agencies and community organizations

  • Coordinate cross-departmental collaboration to address operational and strategic delivery challenges

  • Supervise a diverse work group with full authority to exercise independent decision-making over people finances and operations

  • Lead establish and exemplify the desired culture throughout the work group supporting the City Vision Mission and Commitments
