Position Summary
The Field Services Representative position performs technical duties related to the City of Reginas transportation water wastewater and drainage systems. This encompasses construction and inspection of infrastructure including conducting regular site visits to create inspection records and reports at regular intervals. The main duty of the field services representative is to protect the interest of the City while assuring works are constructed appropriately and in accordance with contracts specifications or other performance documentation. The candidate in this role will be detail-oriented with excellent communication skills verbal and written. An analytical mind with a technical background is essential. This position reports to a Supervisor Infrastructure Services.
Duties & Responsibilities
- Assess and document road water wastewater and storm infrastructure conditions and provide recommendations for repair and servicing.
- Refer to City Standard Construction Specifications and approved drawings and plans from City engineering groups and engineering consultants to ensure the water wastewater stormwater and roadway infrastructure being constructed is in accordance with these material labour and installation specifications and approved plans (both on site and in office review).
- Advise project manager or foreman of any suspected anomalies or deviations from approved plans or construction specifications.
- Issue stop work orders due to policy procedure or safety violations and levy fines due to violations as prescribed by servicing agreement or delegated authority of various development related bylaws.
- Collect evidence provide reporting and provide judicial testimony regarding the witnessing of damage to city infrastructure or bylaw infractions.
- Review record drawings test result reports and acceptance criteria results submitted by contractors and/or consultants against own inspection records notes images and drawing mark-ups for accuracy and provide report to developer project manager and city technical staff as required.
- Inspect and keep records surrounding utility installations and assist with enforcement of deficiency corrections.
- Uses electronic surveying instruments and digital information to as-built information for constructed infrastructure and other engineering projects and installations.
- Reviews external utilities construction plans for impacts to City infrastructure. Manages any work necessary to modify City infrastructure. Inspects outside utilities work as it is being completed to ensure compliance with plans and to protect City infrastructure.
- Coordinates and monitors projects to ensure code/legislation safety schedules contracts and plans including traffic accommodation temporary water and sewer bypass pumping are adhered to
- Ensures construction activities comply with City Permits to Operate and Permits to Construct.
- Train staff and/or perform inspection duties related to the construction of roadways sewer and water facilities and municipal utilities and maintain accurate records and reports.
- Follow all rules and regulations as set out in the Provincial Occupational Health and Safety Act and the City of Regina Occupational Health and Safety Manual as they apply to this position.
- Perform other duties as required.
Knowledge Skills & Abilities
- Knowledge of the Citys engineering standards and related legislation
- Knowledge of construction and maintenance practices pertaining to roadway water wastewater and storm sewer installation along with related infrastructure.
- Knowledge of engineering plans schematics and specifications
- Knowledge of the principles of organization record keeping reporting and the ability to apply these principles effectively.
- Knowledge of field investigation and testing equipment procedures and practices
- Knowledge of job-related office productivity software internet browsers and search engines enterprise software and technology devices
- Knowledge of survey related computer software (Spectra/Geo-tools/Trimble Geomatics Office).
- Knowledge of the use and care of surveying equipment (including Level Transit Total Station and GPS units).
- Ability to establish and maintain effective working relationships with customers and within the City service.
- Skill in Access Excel Word GIS and AutoCAD or similar software.
- Ability to handle conflict and handle difficult situations in a calm rational and professional manner.
- Knowledge of the general rules and regulations of the Provincial Occupational Health and Safety Act
Education & Experience
- The knowledge skills and abilities obtained through completion of a two (2) year program in a Civil Engineering Diploma program and a minimum of two (2) years related experience in a municipal engineering environment.
- Courses related to municipal construction inspection surveying and drafting and a minimum of five (5) years directly related experience in a municipal engineering environment
- Certification through the National Association of Sewer Service Companies
Working/Other Conditions
- Must possess a valid Class Five (5) drivers licence.
- Will be required to work from variable bases of operation.
- Must be able and willing to perform work of a physical nature in field environments and inclement weather.
- Must be able to move about construction sites independently use hand tools and perform actions such as move heavy objects 25 kg to perform inspection duties.
- Working shift work
- Must be able to work in confined spaces.

- Successful candidates may be required to provide a satisfactory criminal record check per the City of Reginas Criminal Record Check Policy.
- Proof of education is required.
