    POSITION SUMMARY:
    Facilitates and supports key processes and accountables within the Howard County Department of Police (HCPD) Employment Services Division (ESD). Provides technical expertise to develop and implement technology related projects. This position coordinates the payroll entry and processing for the entire Police Department. Responsibilities include processing evaluations leave data maintenance and management file retention and reporting. This position supervises the Payroll Section of the Department including one Administrative Support Technician III that assists with these efforts. Oversees and coordinates work submitted from twelve timekeepers throughout the Department to process our biweekly payroll.

    $29.71 - $32.54

    CLASS DESCRIPTION:
    Performs professional level administrative work which may include supervisory responsibility under general supervision from an administrative or technical superior. Work includes carrying out administrative and technical tasks related to administrative support public information and purchasing.

    ESSENTIAL DUTIES AND RESPONSIBILITIES

    Include the following. Other related duties may be assigned.

    • Responsible for biweekly payroll/timekeeping for sworn and civilian staff of 750 employees.
    • Facilitates training and acts as liaison with timekeepers throughout the Department to collect data to process payroll.
    • Serves as a liaison between HCPD County Payroll and County Human Resources Information System (HRIS) to resolve payroll/data issues.
    • Develops updates and modifies codes tables indexes reports formulas and other system applications; uses a range of software applications (e.g. Microsoft Access Telestaff Workforce Central Kronos ADP) and systems to implement business processes and produce detailed reports and graphic representations of data.
    • Maintains data integrity by running queries analyzing and correcting any pay anomalies and errors prior to payroll release.
    • Maintains a general understanding of the work performed by employees in the assigned bureaus.
    • Assists ESD management in tracking retirements and vacancies. Maintains and ensures accuracy on departmental vacancies and position control within County systems. Uses Countys applicant tracking system (ATS) to initiate employee requisitions resulting in the posting of departmental vacancies.
    • Works with the Office of Human Resources (OHR) Family & Medical Leave Act (FMLA) Administrator as needed to ensure timely and complete submission of required documentation. Manages all related notifications and communication with employees supervisors and timekeepers.
    • Assists ESD management in ensuring compliance with HCPD regulations and procedures Howard County Government policies and all applicable federal and state laws related to overtime and leave requirements.
    • Identifies best administrative practices; analyzes and evaluates internal payroll and timekeeping processes to identify and minimize deficiencies; and recommends--and with management approval may implement-- process improvements.
    • Produces timely and accurate statistical reports for ESD management to present as needed to the Office of the Chief County Administration and for Public Information Act (PIA) requests.
    • Distributes and tracks departmental performance evaluations.
    • Processes Personnel Action Forms (PAFs) (for promotions merit increases transfers retirements etc.) Maryland Police & Correctional Training Commission (MPCTC) applications and updates and personal leave adjustments.
    • Processes the following biweekly quarterly and annual recurring payroll additions: officer specialty pay fit test bonuses clothing allowances sick leave incentives sick leave conversions and annual leave carryovers.
    • Maintains union leave banks.
    • Assists internal and external customers as needed (in person by phone and email).
    • Oversees Payroll Section file maintenance and management.
    • Provides support for other members of ESD and components of the Department as needed.
    SUPERVISORY RESPONSIBILITIES:
    This position supervises one (1) Administrative Support Technician III and one (1) contingent.

    MINIMUM REQUIRED EDUCATION/EXPERIENCE

    Bachelors degree and one (1) year of related experience or an equivalent combination of education and experience.

    PREFERRED EDUCATION KNOWLEDGE SKILLS AND ABILITIES:

    Strong working knowledge of Microsoft Office software applications: Word Excel and Outlook.

    Experience with and strong working knowledge of HR payroll systems (ADP KRONOS Telestaff and Workforce Central are a plus).

    Experience with and working knowledge of NEOGOV HR software and/or other ATSs.

    Experience supervising and evaluating staff.

    Strong experience in developing and implementing policy related to payroll processing.

    Strong experience with handling Family Medical Leave Act (FMLA) and Fair Labor Standards Act (FLSA) compliance.

    Experience with union contracts in relation to payroll processing.

    Considerable knowledge of office practices procedures and equipment.

    Demonstrated acceptable typing ability.

    Ability to train and coach employees.

    Ability to maintain confidentiality and comply with all regulations and legal requirements.

    Ability to multi-task and effectively utilize time management skills on a regular basis.

    Ability to establish and maintain effective working relationship with others.

    The ability to communicate effectively is essential. Incumbent must effectively maintain contact with others including contacts with the public administrative entities and Federal and State personnel. Must be able to vary writing and reporting style according to recipient. Will be required to respond to telephone and in-person requests for information and documents.

    Ability to add subtract multiply and divide in all units of measure using whole numbers common fractions and decimals.

    Ability to compute rate ratio and percent and to draw and interpret bar graphs.

    Ability to apply common sense understanding to carry out instructions furnished in written oral or diagram form.

    Ability to deal with problems involving several concrete variables in standardized situations.
