Primary Purpose:
Responsible for oversight of all financial and business affairs of the district. Provide leadership for the districts financial services activity to ensure legally sound and effective management practices. Direct and monitor the management and investment of all district funds and ensure they are adequately protected. Serve as chief financial advisor and budget advisor to the superintendent and board of trustees.
Qualifications:
Education/Certification:
Bachelors degree in business accounting or other related field
Special Knowledge/Skills:
Advanced technical knowledge of school finance budgeting accounting systems and economics
Knowledge of information/data processing systems and financial applications
Ability to resolve conflict listen and appropriately respond to concerns
Demonstrated leadership skills
Ability to manage budget and personnel

Excellent communication public relations and interpersonal skills
Experience:
Preferred Five years administrative or management experience
Preferred Five years experience with supervisory responsibility in the fields of finance or accounting
Major Responsibilities and Duties:
Fiscal Management:
- Keep the superintendent informed on the business affairs of the district
- Evaluate accounting procedures systems and controls in all district departments and recommend improvements in their design implementation and maintenance.
- Maintain a continuous auditing program for all funds and assist the districts independent auditors in conducting the annual or periodic audit.
- Ensure that accounting systems comply with applicable laws and regulations including Texas Education Agency Bulleting 679 and Financial Accounting Manual.
- Develop period cash flow analysis to aid in determining cash available for investment and payment of bills.
- Maintain the district investment portfolio.
- Oversee preparation of monthly bank reconciliations for the operating special revenue debt service construction tax cafeteria and athletic accounts; review reconciliations of vendor and payroll clearing accounts.
- Prepare and enter all budget adjustments additions and deletions.
- Review and approve all purchase orders and check requests and maintain control of budget by verifying availability of funds.
- Assist in the preparation of the budget and development of long-and short-range objectives for the business operations of the district.
- Plan and conduct needs assessments for improvement of district business operations.
- Work with district personnel to project student enrollments staffing needs building and facilities needs energy needs capital equipment needs and other cost items for district and individual school improvement.
- Administer the business office budget and ensure that programs are cost effective and funds are managed prudently.
- Maintains control of budget by verifying availability of funds.
- Provide leadership to achieve cost-effective practices throughout the district.
- Ensure that business operations support the districts goals and objectives.
Policy Reports and Law:
- Implement policies established by federal and state law State Board of Education rule and local board policy in area of business operations.
- Compile maintain and file all physical and computerized reports records and other documents required.
- Prepare and evaluate monthly financial statements and related budget reports.
- Prepare and publish comprehensive annual financial report in compliance with Texas Association of School Business Officer (TASBO) standards.
- Develop semi-annual financial information for submission of data to TEA.
- Oversee the preparation of quarterly and final reports for all federal or grant funds.
- Attend and participate in all school board meetings and planning sessions of the district.
- Review and recommend policies and procedures related to the operational support.
- Identify resources to support operational programs and establish priorities.
Budget:
- Participate in the district budget planning process.
- Design monitor and identify funding for replacement programs for major equipment acquisition such as school buses.
- Monitor expenditures and identify cost effective measures.
Other:
- Stay abreast of current laws policies and regulations which impact school district operations.
- Identify alternative funding sources to assist district operations.
- Perform other tasks as assigned by the Superintendent.

Maintain emotional control under stress. Occasional district and statewide travel; occasional prolonged and irregular hours.
