ALAMEDA COUNTY HEALTH

  • The Behavioral Health Department provides mental health and substance use services for people with Medi-Cal and without insurance and supports people along their path to wellness recovery and resilience.
  • The Environmental Health Department works to keep our air water and food safe; it regulates protects and promotes the health of everyone in Alameda County by enforcing environmental health codes to reduce exposure to toxins and diseases.
  • The Public Health Department focuses on community and population-level health preventing and addressing root causes of health inequity across a range of communicable and chronic diseases.
  • Alameda County Health also provides services through Housing and Homelessness Services Emergency Medical Services Agency HealthPAC and Healthy Schools and Communities.



PUBLIC HEALTH DEPARTMENT
As part of Alameda County Health the Public Health Department works in partnership with our local communities to ensure the optimal health and well-being of all people. We monitor health status and service delivery prevent disease mobilize communities conduct outreach and promote health policy and education. We actively seek partnerships and engage with the community to improve community health through a dynamic and responsive process that respects diversity addresses health equity and challenges us to provide for present and future generations.

We are nurses doctors community psychologists epidemiologists dentists medical social workers physical and occupational therapists dietitians outreach workers health educators program managers and pre-hospital care coordinators.

THE POSITION:
Under direction of the Registered Nurse V Deputy Division Director Public Health or Division Director Public Health this position plans organizes and administers the programs and operations of the Maternal Paternal Child and Adolescent Health (MPCAH) program with an emphasis on the integrated maternal child health and early childhood home visiting/family support system of care; determines and interprets MPCAH policies; develops and oversees MPCAH scope of work budget coordination and annual reports; provides leadership and direction to MPCAH program managers and staff to ensure compliance with state and federal guidelines; provides supervision and direction to subordinate personnel; and performs related duties as required.

THE IDEAL CANDIDATE:
In addition to meeting the minimum qualifications below the ideal candidate will possess the following critical attributes:

  • Demonstrates strong programmatic managerial and visionary leadership to plan organize and direct multiple maternal paternal child and adolescent health programs using a health equity-focused approach.
  • Possesses knowledge of community needs resources and organizations serving diverse populations and effectively leverages partnerships to address disparities in maternal and child health outcomes.
  • Demonstrates ability to effectively manage large program budgets and to make responsible resource allocation decisions in close partnership with the Division and Department leadership.
  • Apply principles of personnel management development and reflective supervision to lead multidisciplinary teams foster staff engagement and ensure accountability in program implementation.
  • Communicates clearly both written and oral formats preparing accurate reports policies and correspondence while effectively presenting information to leadership staff and community partners.
  • Exercises political astuteness and interpersonal sensitivity in navigating complex organizational and community environments promoting collaboration and maintaining productive relationships with internal and external stakeholders.
  • Incorporates ethical and culturally responsive practices into all aspects of program administration ensuring inclusive equitable and respectful service delivery.
  • Demonstrates flexibility sound judgment and composure under pressure managing multiple and shifting priorities while maintaining focus on long-term strategic goals.
  • Utilizes analytical and problem-solving skills to identify barriers to health outcomes and implement innovative evidence-based solutions that improve population health.
  • Commits to advancing department-wide goals of equity accountability and measurable performance through proactive leadership cross-program collaboration and alignment with local and state MCAH priorities.

MINIMUM QUALIFICATIONS

Education:

Possession of a bachelors degree from an accredited college or university in a social or physical science or closely related field.

AND

Experience:

The equivalent of six (6) years of full-time progressively responsible post-graduate supervisory and administrative experience in a community organization public agency or clinical setting which included program planning development and evaluation fiscal or personnel management. Two (2) years of which must have been in the area of maternal and child health.

Substitution:

Possession of a masters degree from an accredited college or university in social or physical science or closely related field may substitute for two (2) years of the required experience on a year-for-year basis.

NOTE:The Civil Service Commission may modify the above Minimum Qualifications in the announcement of an examination.

  • Current principles best practices and trends in service delivery systems and population health approaches in the maternal and child health.
  • Current principles best practices and trends in evaluation quality assurance and continuous quality improvement.

  • Principles of personnel management development and supervision.
  • Principles and practices of effective organization management monitoring quality assurance and quality improvement indicators.
  • Principles and practices of public health education and teaching interviewing assessment counseling techniques.
  • Community needs resources and organizations related to the maternal paternal child and adolescent population including experience in best practices in public health home visiting group health education and population health approaches.
  • Disparities in health outcomes for vulnerable populations including socio-economic and environmental factors that affect health equity.
  • General Administrative practices and principles.

EXAMINATION COMPONENTS

THEEXAMINATION WILL CONSIST OF THE FOLLOWING STEPS:

  1. A review of applicants applications to verify possession of minimum requirements. Those applicants who possess the minimum requirements for the class will move on to the next step in the examination process.
  2. A review of candidates Supplemental Questionnaires to determine the best qualified. Those candidates considered the best qualified will move on to the final step in the examination process.
  3. An oral interview which will be weighted as 100 % of the candidates final examination score. The oral interview may contain situational exercises.
