In order to be considered for this position candidate must be serving permanently in the title of Transportation Specialist or have passed and be reachable on the Open Competitive List Exam #3027.
The Parking Facilities and Capital Projects Group is responsible for the management and operation of all DOT Municipal Parking Facilities including eight (8) Municipal Parking Garages and thirty (30) Municipal Parking Fields. The unit is seeking to hire a Transportation Specialist Level I to perform the following tasks:
-Managing conducting and overseeing the inspection of municipal parking fields and garages to ensure continued operation safety and performance standards
-Assessing and reporting with diagrams the conditions of municipal parking facilities ensuring that all items are reported to the appropriate parties and status for management.
-Reviewing garage management contracts to ensure adherence to regulatory requirements/ standards and to monitor contract compliance and quality of services provided by garage contractors.
-Preparing reports for monthly meetings with contractors reviewing monthly invoices and leading meetings with contractors to review performance address concerns and discuss violations or penalties.
-Coordinating with inspectors maintenance group engineering group enforcement parties and other units or agencies to ensure timely resolution of parking facilities issues notify appropriate parties of any issues and follow up necessary corrective actions.
-Managing and maintaining daily attendance record of the field inspection and garage contract compliance team and up-to-date field and garage report databases for accurate record keeping.
-Conducting and supervising field studies and surveys including lighting conditions parking spaces roadway conditions snow removals pedestrian walkways field measurements fences wheel stop conditions abandoned vehicles illegal dumping of hazardous waste traffic control devices EV chargers PCI compliance occupancy and analyzing data preparing deliverables and making recommendations for improvement based on results.
-Reviewing proposals by vendors providing recommendations and collaborating with procurement team to finalize contracts or purchases.
-Investigating and monitoring the investigation of 311 and Arts complaints of Municipal Parking Facilities.
-Attend meetings and court hearings/depositions and answer queries and complaints related to parking facilities.

Qualifications :
1. A masters degree in transportation engineering mathematics urban planning architecture landscape architecture urban studies or related physical and social science fields; or
2. A baccalaureate degree in engineering from an accredited college and one year of full-time satisfactory experience performing technical work on roadway transportation and traffic studies and area-wide traffic programs; or
3. A baccalaureate degree from an accredited college and two years of full-time satisfactory experience as described in 2 above; or
4. An associate degree or completion of 60 semester credits from an accredited college and four years of full-time satisfactory experience as described in 2 above; or
5. A four-year high school diploma or its educational equivalent and six years of full-time satisfactory experience as described in 2 above.
SPECIAL NOTE:
In addition to meeting the minimum Qualification Requirements above:
To be assigned to Assignment Level II the candidate must have an additional year of experience as described in the Qualification Requirements listed under 2 above.
To be assigned to Assignment Level III the candidate must have an additional two years of experience as described in the Qualification Requirements listed under 2 above.
