The Director of Health Care Reform serves as the State of Vermonts senior leader and strategist for health system transformation responsible for coordinating statewide health care reform initiatives and ensuring Vermonts effective participation in federal and state payment and delivery reform programs.
This position leads AHS participation in major federal-state agreementsincluding the Rural Health Transformation Program and the AHEAD Model State Agreement and provides expert consultation on Vermonts Medicaid Global Commitment to Health 1115 Waiver. Together these agreements shape how care is delivered and financed in Vermont.
The Director also leads Vermonts transformation efforts supporting strategic regionalization of services to match community needs.
The Director works closely with the Secretary of Human Services the Governors Office the Green Mountain Care Board commissioners legislators payers providers and other leaders across state government to ensure coherent evidence-based and fiscally sustainable reform.
The Director Supervises an expert team including the AHEAD Project Director the Care Transformation Director the Executive Director of the Blueprint for Health and the Health Data Officer.

The Director of Health Care Reform plays a decisive role in shaping Vermonts health system for the future. Success in this role ensures the States continued access to and effective use of hundreds of millions of dollars annually in federal and state health care fundingincluding up to $150 million in additional annual Medicare investmentswhile maintaining Vermonts national leadership in health care innovation and reform.
Anticipated approximate starting salary range from $110k to $160k.
Required:
Masters degree in Public Policy Public Administration Health Care Management Law or related fieldor equivalent combination of education and experience.
At least 7 years of progressively responsible experience in health policy public administration or federal-state program management.
Demonstrated ability to interpret and apply complex federal and state regulations.
Proven track record in strategic planning interagency coordination and stakeholder engagement.
Strong written and verbal communication skills including experience preparing and delivering testimony.
Preferred:
Experience in Medicaid Medicare or multi-payer health reform models.
Familiarity with Vermonts health care delivery and financing systems.
Prior leadership in federal-state negotiation or health system transformation initiatives.
