THIS IS A GRANT-FUNDED POSITION ENDING NOVEMBER 30 2027.
The Epidemiology Program Manager leads the day-to-day operations of each assigned team(s) and reports directly to the Epidemiology Division Manager. This position works closely with Communicable Disease Investigators and Epidemiologists. This role requires an understanding of epidemiology public health principles program management data modernization and community engagement.
This classification is in the unclassified service and is exempt from the Pima County Merit System Rules
Essential Functions:

Provides leadership of assigned program including epidemiologic analyses and public health response activities;
Leads data modernization initiatives including surveillance systems integration of electronic health records and reporting systems and other tools to improve timeliness and quality of public health data;
Ensures compliance with all public health contracted services County policies and procedures and Federal and State contract requirements for Epidemiology Division operations;
Establishes program operational goals objectives timelines;
Analyzes program needs assigns personnel manages team coverage and maximizes resources to improve services broaden outreach and meet contract deliverables;
Participates in the Epidemiology Division on-call rotation providing after-hours and weekend support for urgent public health investigations rabies risk assessments and response activities;
Develops and maintain effective working relationships and coordinate program activities with Arizona Department of Health Services other County departments programs public and private agencies and community organizations;
Recruits selects supervises mentors and evaluates assigned professional and support staff fostering professional development and technical expertise;
Evaluates management problems and make decisions regarding the proper course of action;
Oversees data collection management analysis and interpretation to support program planning evaluation quality improvement and public health decision making;
Oversees and assists with the development and dissemination of public information specific to assigned programs;
Works with Division leaders managers and coordinators to identify professional and community audiences of interest and strategize where best to provide services and/or education off-site.
Minimum Qualifications:
Masters degree in epidemiology biostatistics bioinformatics or a related field AND Five (5) years of professional experience in epidemiological investigations and operations with two (2) years of supervisory experience.
OR:
Five years of experience with Pima County as an Epidemiologist.
(Relevant experience and/or education from an accredited college or university may be substituted.)

Preferred Qualifications: (Be specific in describing your experience in your application. Ensure the descriptions provided illustrate your competencies specifically addressing the required and preferred qualifications.):
Minimum two (2) years experience developing and analyzing epidemiological reports.
Minimum two (2) years experience working with MEDSIS data.
Experience leading epidemiology programmatic work including data modernization.
Minimum one (1) year experience working with communicable disease investigators and/or epidemiologists.
Selection Procedure:
Pima County Human Resources Department reserves the right to admit to the selection process only those candidates that meet the minimum qualifications. Candidates meeting the minimum qualifications may be further evaluated/scored against any advertised Preferred Qualifications. The hiring authority will interview and select the successful candidate from a referral list provided by Human Resources. Additional assessments/testing may be required as part of the selection process.

Licenses and Certificates: Valid driver license is required at time of application.ValidAZdriver license is required at time of appointment. The successful applicant will be subject to a 39-month DOT Motor Vehicle Record review to determine applicants suitability to operate county vehicles in accordance with Pima County administrative procedures. Failure to obtain and maintain the required licenses and certifications shall be grounds for termination. Any offer of employment resulting from this recruitment is contingent upon Fleet Services review and approval of the candidates driving record. Failure to maintain the required licensure shall be grounds for termination.
