The Opportunity

WSDOT is currently seeking an IT Data Management Senior/Specialist to fill a vacancy located in Tumwater WA. This position will serve as a Data Services Coordinator a key member of WSDOTs Technology Services Division (TSD) within the Enterprise AI and Data Services (EADS) group supporting the Data Science and Analytics Team (DSAT). In this role you will be responsible for coordinating the designing integrating and optimizing the agencys data assets and functions as the agencys primary technical expert for planning organizing and delivering data services that enable effective data usage across WSDOT. Acting as a liaison between technology teams and business units the position will also conduct business analysis define data projects supervise technical specialists and ensure that data integrations reporting solutions and analytics resources align with agency priorities and operational needs. A strong candidate will have documented supervisory experience excel in coordinating complex data initiatives guiding project feasibility and implementation and proactively addressing data quality and integration issues.


What to Expect

Among the varied range of responsibilities held within this role the Data Service Coordinator will:

  • Coordinate the implementation and operation of data services at WSDOT.
  • Analyze business information needs and goals; translate business needs into technical requirements for data services.
  • Oversee the management of problems that arise in the data integration storage and reporting environment.
  • Lead Data Services and Extract-transform Load (ETL) staff. Track projects tasks and workload; receive and prioritize work requests.
  • Work with IT and business staff to ensure that data technologies are functioning and meet business needs.
  • Develop strategies with business leaders for aligning technologies and people to meet information needs.
  • Collaborate with business areas to define the scope schedule and budget for developing or retrofitting information products.
  • Manage projects with new or updated data integration needs including SaaS to SaaS cloud modern and legacy systems.
  • Manage projects that develop new business subject areas in the Data Warehouse and those that revamp existing subject areas.
  • Advise executive management on BI and data activities in WSDOT and on BI industry trends.


Qualifications

To be considered for this opportunity the following are required:

  • Data Integration:Expertise with multiple data integration and business intelligence tools.
  • IT Project Management Expertise:Ability to lead organize and manage projects of various sizes resolving conflicting resource needs and utilizing project management discipline to succeed well.
  • SQL Expertise:Skilled in using SQL tools to investigate database content and structures. Expertise using SQL to write database queries and using SQL Server Management Studio.
  • Business Analysis:Skills to elicit documents and analyze business requirements; translate business needs into data models structures or technical specifications; and ensure requirements are complete consistent and aligned with project goals and organizational strategy.
  • Technical Coordination Expertise:Experience leading Azure DevOps task management for projects establishing timelines due dates assigning tasks and monitoring their progress following up with staff and communicating overall progression and issues to business areas.
  • Business Relations:Excellent customer relations and service skills with diverse populations.
  • Teamwork & Collaboration: Ability to work directly with a broad group of technical and non-technical staff and executives across a wide range of backgrounds and expertise areas; ability build and maintain a team and to find ways of working effectively with people in diverse disciplines.
  • Growth Mindset: Actively demonstrates a commitment to learning and growth.
  • Service-Oriented:Takes action to meet the needs of others.


It is preferred that qualified candidates also have:

  • BI as an Enabler of Business Strategies: Solid understanding of how BI serves agency goals from a business-persons perspective; broad knowledge of the technologies used in the BI field how they interact and how they produce business value.
  • Data-transformation Technologies: An understanding of extract-transform-load (ETL) technologies that are used in data warehousing.
  • Data and Information as Organizational Assets:Understanding of how data (organized collections of facts) and information (data presented in usable context) need to be planned for designed and managed as valuable assets.
  • IT Business Analysis: Knowledge of and skilled in eliciting business needs and documenting processes and rules.
  • Strategic Technical Planning:Ability to research analyze and recommend strategies and methods for an agency-wide IT service.
  • Training Abilities: Skills to plan organize and conduct query-tool training courses for WSDOT staff; involves collaboration with data stewards and BI tool expertise to develop courses tailored to specific business areas.
  • Leadership Skills:Ability to organize and direct others. Ability to supervise a diverse staff of employees and contract staff with a variety of skill levels and business knowledge.
  • Use of Office Productivity Tools:Ability to retrieve interpret and understand graphical and textual information in both print and electronic media; ability to enable the use of software applications to create modify and report on Departmental information.
