Rate of Pay: 22.55 - 28.64 per hour
Summary:
The Finance Business Partner plays a key leadership role within the Councils Professional Finance Business Partner Teams providing strategic and operational financial support to Directors Heads of Service and Service Managers. The post-holder ensures the delivery of high-quality financial management modelling analysis and advice to support effective decision-making and organisational performance.
This high-profile position requires strong relationship management skills with a focus on driving financial efficiency ensuring compliance with statutory and regulatory requirements supporting budgetholders and improving financial awareness across the organisation. The post-holder may operate across different Finance Business Partner areas as required.
Responsibilities:
- Lead the provision of professional financial advice across allocated service areas.
- Support the development of the Medium-Term Financial Plan (MTFP) and Capital Strategy.
- Ensure adherence to statutory financial obligations Council Financial Procedure Rules SORPs and relevant accounting standards (e.g. IFRS CIPFA Codes).
- Develop and enhance financial systems and processes to ensure strong governance and efficient methods of working.
- Support and train staff in using the Councils ERP system (e-Business Suite / Agresso).
Qualifications:
- CCAB part-qualified or AAT-qualified (or equivalent recognised accountancy qualification).
Requirements:
- Evidence of ongoing professional of ongoing professional development.
- Proven experience in financial planning control and reporting.
- Experience developing and improving financial processes.
- Strong communication skills with the ability to influence senior stakeholders.
- Understanding of local government finance its complexities challenges and regulatory environment.
- Up-to-date knowledge of IFRS CIPFA Codes taxation and accounting policy application.
- Ability to analyse and address complex issues and provide tailored support to service areas.
