The Enterprise Architect will lead a strategic initiative to assess the organizations current compute and storage environment evaluate future requirements and define the optimal hosting strategy across Cloud SaaS and On-Premise platforms. The role will drive a multi-phase assessment covering discovery risk/cost/operations analysis decision framework development long-term TCO modeling and final strategic recommendations.
Key Responsibilities
- Review regulatory and compliance requirements in collaboration with Cybersecurity Data Management and other internal stakeholders.
- Assess current infrastructure technology platforms communications and contractual arrangements relevant to compute and storage.
- Benchmark Smart City IoT and enterprise-scale implementations regionally and globally.
- Analyse long-term plans (e.g. 510 years) to identify required smart services and associated infrastructure demands.
- Document the current enterprise hosting approach and operational requirements (e.g. resilience availability).
- Produce a comprehensive Discovery and Current-State Assessment Report.
Risk Cost & Operational Analysis
- Evaluate each service or system individually.
- Assess risk tolerance and determine the optimal hosting model (On-Premises vs. Cloud IAAS vs. SaaS).
- Determine implementation and multi-year costs (CapEx OpEx).
- Analyse operational support requirements for each service.
- Deliver a full Risk/Cost/Operational Assessment Report.
Framework & Decisioning Matrix
- Develop a decision-making framework and matrix to evaluate future services or systems.
- Ensure consistent repeatable hosting decisions based on cost risk operational needs and regulatory factors.
- 5-Year and 10-Year Total Cost of Ownership (TCO) Analysis
- Calculate long-term TCO for compute and storage requirements.
- Include a comparative analysis of SaaS IAAS and On-Premises hosting models.
- Exclude IoT software licensing costs as specified.
Hosting Strategy & Recommendations
- Develop a full hosting strategy including Cloud SaaS IAAS and On-Premises options for all evaluated services.
- Produce an executive-ready recommendations report outlining the strategic direction and roadmap.

- Bachelors degree in Computer Science Information Technology or related field.
- Proven experience designing and managing large-scale infrastructure across On-Premise SaaS and Cloud (IAAS).
- Strong understanding of IT resilience business continuity and high-availability principles.
- Demonstrated analytical and problem-solving capabilities.
- Excellent communication skills and stakeholder engagement abilities.
- Strong attention to detail and commitment to high-quality delivery.
Preferred Skills
- Experience with major Cloud IAAS platforms (e.g. AWS Azure Google Cloud).
- Knowledge of enterprise network architecture.
- Ability to deliver full end-to-end scope as defined.
- Bilingual proficiency (Arabic & English) preferred but not mandatory.
