JOB TITLE: Planning Budgeting and Reporting Consultant - CFOB


TYPE OF CONTRACT: Consultancy


DURATION: 6 months from 5th January to 30th June 2026


DIVISION: Chief Financial Officer (CFO) division


DUTY STATION: Rome Italy


BACKGROUND AND PURPOSE OF THE ASSIGNMENT:
The Chief Financial Officer (CFO) Division drives effective planning allocation and utilization of resources;
oversees the financial cycle from corporate planning through budgeting performance management and recording of accounting transactions and payments to financial performance reporting; and supervises special account and resource management of insurance services strategic financing and financial monitoring.
Under the Chief Financial Officers direction the Corporate Planning Budgeting and Reporting Branch (CFOB) manages and administers the comprehensive program support and business operations budget and monitor performance against targets (budget & results) to inform resource allocation decisions. The Branch is responsible for designing analysing and presenting the corporate plan corporate budget and
planned activities and results; monitoring the implementation of the corporate plan and budget including KPIs and budget utilization; designing the corporate allotment structure and managing corporate budget funding requests.

ACCOUNTABILITIES/RESPONSIBILITIES:
Under the direct supervision of the Chief CFOB or her delegate the Consultant will perform the following functions for both planning budgeting and reporting:
1. Lead the development and production of analytical products related to financial resources and performance results for the annual Management Plan and Annual Performance Report.
2. Translate performance planning measurement into insights and presentation decks to effectively communicate to managers.
3. In close collaboration with the Finance division prepare the drafting and analyze specific sections of the Annual Performance Report.
4. Coordinate the Corporate Critical Initiatives (CCIs) planning and reporting exercise including analysis and quality control of CCI financial and performance results
5. Build and maintain CFOBs workplan for the Management Plan.
6. Identify participate in selecting and implement new processes and tools that improve the efficiency and effectiveness of end-to-end planning to reporting processes in the context of the CFOB overall budgetary and performance planning portfolio.
7. Liaise independently and provide technical guidance to CCI owners.
8. Build partnerships cross-functionally with different stakeholders (across other divisions/departments in Global HQ)
9. Other duties as required

The consultant is expected to deliver the followings:
1) Efficiently managed CCI budget collection processincluding development of templates and provision of advice
2) CCI narrative and annex in the Management Plan and Annual Performance Report
3) Quarterly synopsis of CCI financial and performance results
4) Annual Financial Performance Analysis and narrative
5) Regularly updated workplan of CFOBs responsibilities for the Management Plan

MINIMUM QUALIFICATIONS:
Experience:
Five years or more of relevant progressive postgraduate work experience in project management budget processes and/or relevant fields.
Knowledge and Skills:
Strong analytical skills with the ability to analyze collect organize and interpret information and draw out the key messages
Able to prepare tailored high-quality Power Point presentations
Strong written communication skills able to clearly articulate insights to stakeholders in WFP and draft clear and concise reports
Utilizes sound knowledge of strategy performance management and budgeting concepts to generate practical recommendations
Project management skills (time management organization stakeholders engagement) to balance competing priorities successfully and work to tight deadlines
Education:
Advanced University degree in Economics International Business Management or other relevant fields or First University degree with additional years of related work experience and/or trainings/courses.
Language:
Fluency (level C) in English language is essential.
Intermediate knowledge (level B) of a second official UN language is preferred: Arabic Chinese French Russian Spanish and/or WFPs working language.


DESIRED FOR THE ROLE:
Knowledge of business strategy cost analysis financial and performance management
Experience in project management

LANGUAGES: English mandatory any additional UN language welcome.
