Position Description
The PEPFAR Transition Advisor supports both U.S. and Rwandan government agencies in managing the drawdown of the U.S. Presidents Emergency Plan for AIDS Relief (PEPFAR) programs in Rwanda and the transition of PEPFAR-supported activities to local ownership in accordance with U.S. government Executive Orders and directives. The Advisor leads coordination and provides technical oversight for the development and implementation of the PEPFAR transition plan. The Advisor engages local stakeholders including government officials multilateral institutions non-governmental organizations and the private sector to create a timely well-managed PEPFAR transition plan that to the extent possible safeguards advancements made under PEPFAR. The Advisor oversees all planning technical and administrative aspects of PEPFAR transition plan implementation closely monitors progress and delivers regular data-based reports to stakeholders. The role requires strong verbal and written communication skills expertise in project management and strategic leadership in guiding complex high-value U.S. government interagency and multi-partner programs and activities.

Responsibilities
- Lead the development and implementation of the PEPFAR transition plan for Rwanda.
- Build and maintain strong professional relationships with key stakeholders including government officials multilateral institutions non-governmental organizations and the private sector.
- Convene stakeholders regularly for planning and coordination meetings throughout the creation development and completion of the PEPFAR transition plan.
- Facilitate effective communication and collaboration among U.S. government and Rwandan government agencies implementing PEPFAR programs activities and resources.
- Offer technical guidance for a clear streamlined PEPFAR transition plan minimizing duplication of effort and avoiding planning gaps.
- Outline and track key deadlines and milestones for the handover of PEPFAR-supported programs resources and infrastructure to local ownership.
- Ensure PEPFAR resources are aligned with and used in accordance with U.S. government Executive Orders directives and priorities.
- Identify areas for process improvement based on available data reports and stakeholder feedback.
- Monitor progress on the PEPFAR transition plan and promptly alert the U.S. Embassy in Rwanda Government of Rwanda and partners to any setbacks or challenges that may impede its successful implementation.
- Ensure transparent use of PEPFAR funds and effective program monitoring and evaluation.
- In coordination with the U.S. Embassy in Rwanda and Government of Rwanda communicate publicly the purpose and objectives of the PEPFAR transition plan key deadlines and milestones and the status of PEPFAR-related activities.
- Promote programs and initiatives that strengthen the objectives of the PEPFAR transition plan and promote local sustainability and ownership.
- Prepare relevant written and verbal briefings to senior leaders within the U.S. and Rwandan governments as needed.
REPORTING
The PEPFAR Transition Advisor reports daily to the Rwandan Biomedical Center Head of HIV/AIDS Disease Prevention and Control Department and provides a detailed monthly report to the U.S. Department of State submitted by the fifth day of the following month. Additionally the Advisor will participate in weekly calls/meetings with U.S. Department of State personnel and submit a weekly progress report.
Qualifications
- Advanced degree (Masters degree or higher) in public health global health policy international development international relations or a related field.
- Minimum 5 years of experience in global health initiatives HIV/AIDS programs or public health systems management.
- Demonstrated experience in project management and program development.
- Strong knowledge of HIV/AIDS service delivery and public health programs in Sub-Saharan Africa.
- Ability to quantitatively and qualitatively analyze program data monitor performance and evaluate progress.
- Excellent verbal and written communication skills.
- Ability to work independently and collaboratively across governments multilateral institutions non-governmental organizations and the private sector.
- Prior experience working with the U.S. government is preferred but not required.
