Wildlife Law Enforcement Program Coordinator
FIELD OPERATIONS DIVISION / LAW ENFORCEMENT BRANCH / PHOENIX AZ BASED
FLSA-EXEMPT / GRADE 24 / Hiring Salary Range $70000-$85000

This position will supervise direct coordinate and manage multiple statewide enforcement programs (Special Operations Unit (SOU) Wildlife LE Investigations Reserves Special License and LE Public Records. Includes coordination planning recommendations and activities with federal state and local law enforcement agencies. Supervises law enforcement program managers law enforcement specialists and reserve positions. Serves as Department liaison and representative to outside law enforcement interests and cooperators. Provides law enforcement information and services in response to customer inquiries. Develops and administers training modules for law enforcement programs. Serves as the Department lead for advanced law enforcement training to ensure compliance with AZPOST and Department standards. Serves as the Department lead for the Arizona Ranger Training Scenarios (ARTS) and the Advanced Law Enforcement Response Team (ALERT). Monitors and coordinates intelligence and informant files and information. Provides programmatic staff support to Branch Chief and Department Management Team. Acts as Branch Chief during their absence.

Job Duties:

Major duties may include:

- Serves as process owner for the Law Enforcement Procedures Manual. Responsible for the routine update maintenance and review of the procedures manual. Responsible for the development and implementation of law enforcement guidance and directives when needed.

- Serves as the leader and provides oversight of the Departments Advanced Law Enforcement Response Team (ALERT). Provides oversight into the digital investigative capacity development and responsibilities of the statewide law enforcement program. Serves as the lead for the law enforcement evidence processes and tracking systems. Provides oversight and administration of the Departments wildlife assets program.

- Manage and coordinate statewide enforcement programs (SOU and Wildlife LE Investigations LE Hiring Process Support Special Licenses and LE Public Records).

- Manages and monitors statewide law enforcement programs budgets. Completes annual program narratives and performance reports. Reviews edits and recommends law enforcement regulations policies and procedures. Maintains security of program records files and property.

- Maintain and develop technical expertise with applicable law enforcement equipment and techniques with emphasis on legal policy and procedural relationship and implications. Develop and administer training modules for law enforcement programs. Serves as the Department lead for ARTS ALERT and the evidence management database FileOnQ

- Serves as the Department liaison to other law enforcement agencies. Respond to inquiries and information requests from the general public other law enforcement agencies and Department personnel regarding law enforcement matters. Provide educational presentations training and Department outreach.

- Attend law enforcement training to ensure at a minimum compliance with AZPOST and Department standards. Participate in field law enforcement activities such as patrols in order to evaluate the effectiveness of the law enforcement program and maintain a field presence.

- Perform other duties as assigned

Knowledge Skills & Abilities (KSAs):

The candidate will have knowledge of wildlife management; law enforcement operations including covert investigations policies procedures programs practices; principles and philosophy; off-highway vehicle environmental wildlife and watercraft law enforcement; watercraft education; program development management and analysis; personnel management supervision motivation leadership evaluation and discipline; manual and computerized information system management; public relations strategies; criminal and judicial laws rules and procedures; legislative and court processes and procedures; search and seizure principles; court decisions case law and constitutional law; Commission and Department mission goals objectives policies and procedures structure and function; responsibilities of pertinent state and federal agencies and private organizations and other affiliations; procurement personnel administration and rule making practices policies and procedures. The candidate will be skilled in planning; data and program evaluation and analysis; wildlife natural resource and law enforcement program and personnel management and administration; oral and written communications; leadership; audience and constituency identification public relations media management; law enforcement including but not limited to uniformed patrol covert and overt investigations surveillance and interview techniques. The candidate will have the ability to work with outside cooperators; construct interpret and apply state/federal off-highway vehicle watercraft and wildlife laws regulations and rules; resolve and negotiate conflict; function simultaneously as a staff officer and program supervisor; handle crisis management and other work related issues; adjust priorities based on a rapidly changing workload; provide leadership and a positive communication pathway for subordinates.

Selective Preference(s):

The preferred candidate will have at least three years of professional experience in wildlife research wildlife management or wildlife law enforcement work.

Pre-Employment Requirements:

Must be current AZGFD employee to apply.

The candidate must have a Bachelors degree in wildlife science or a closely related field from an accredited college or university. Arizona Peace Officer Standards and Training Board (AZPOST) certification is required and maintained.
