Job Summary

Introduction

The Maryland Department of Labor(MD Labor) Occupational and Professional Licensing is accepting applications from qualified candidates for the position of Licensing and Regulation Investigator I. This recruitment will be use to fille current and future vacancies. The resulting eligible list will be maintained for one year after the closing date of the announcement.

A Licensing & Regulation Investigator I is the intermediate level of work conducting investigations to ensure compliance with State laws and regulations which govern the licensing and practices of business occupations and professions such as real estate sales transactions and home improvement contracting.

Main Purpose of Job

The main purpose of this position is to access general compliance research mediate and resolve complaints filed with the Board of Barbers and Cosmetologists; to initiate and support administrative and/or criminal proceedings; to educate and provide detailed information to licensees and consumers regarding the established laws and regulations of both Boards.

POSITION DUTIES

Duties may include but are not limited to:
  • Assesses compliance and investigates complaints using interview and observational skills. Maintains knowledge of the licensing agency regulations. Discuss and determines appropriate action to resolve violations and compliance issues. Inspects barbershops and salons to assess compliance verifies operational permits investigates consumer complaints and conducts various required inspections within the state of Maryland. Consults with administrative staff and regulatory code agencies to determine violations. Generates detailed factual and well written reports based on inspections findings and occasionally presents findings to the respective Board or at hearings.
  • Answers telephone inquires assist walk-in customers and provides general and appropriate information for consumers to address their needs and concerns.
  • Performs other related duties as assigned.

MINIMUM QUALIFICATIONS

Education: Graduation from an accredited high school or possession of a high school equivalency certificate.

Experience: One year of experience conducting investigations which require obtaining and analyzing factual information and preparing reports of findings and conclusions for administrative or court hearings.

Note:Candidates may substitute U.S. Armed Forces military service experience as a non-commissioned officer in Compliance Inspection and Support classifications or Compliance Inspection and Support specialty codes in the Inspection Investigation Enforcement and Compliance field of work on a year-for-year basis for the required experience.

DESIRED OR PREFERRED QUALIFICATIONS

Preference will be given to applicants that possess thefollowing. Include clear and specific information on your application regardingthe qualification(s).

Experience with applying State (COMAR or other government agency) regulatory code

Ability to educate and inform licensees on standards of compliance with governing laws and regulations

Experience with speaking Spanish Mandarin or Korean

Experience conducting investigative site visitsExperience with strong written skills with the ability to document and prepare accurate format reports and presenting detailed information in a conclusive technical and factual manner

LICENSES REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operators license valid in the State of Maryland.

SPECIAL REQUIREMENTS

All candidates are subject to a background check against filesmaintained by the Division of Unemployment Insurance(LABOR/DUI) to determine whether any monies are owed to LABOR/DUI as aresult of unemployment overpayment/fraud. Any unpaid debt may have an impact onwhether or not a candidate is offered employment.

BENEFITS


Contractual employees who work for an agency covered under the State Employee and Retiree Health and Welfare Benefits Program have a current employment contract and work 30 or more hours a week (or on average 130 hours per month) may be eligible for subsidized health benefits coverage for themselves and their dependents. As a contractual employee you will be responsible for paying 25% of the premiums for your medical and prescription coverage including any eligible dependents you have enrolled. The State of Maryland will subsidize the remaining 75% of the cost for these benefits. You can also elect to enroll in dental coverage accidental death and dismemberment insurance and life insurance but will be responsible to pay the full premium for these benefits.

Leave may be granted to a contractual employee at a rate of one hour for every 30 hours worked not to exceed 40 hours per calendar year.
