The City of Yucaipa is conducting a recruitment for a Code Enforcement Officer.
This position is pending Council approval and is anticipated to be filled during the first pay period of January 2026.
First review of applications is scheduled for the week of 12/01/2025.
Interviews have been tentatively scheduled for the week of 12/08/2025.

Under the direction of the Public Safety Managerperforms technical duties related to the inspection of residential commercial and industrial locations mobile home parks and right-of-way for code violations; coordinates with property owners and outside agencies for the resolution of violations; and maintains comprehensive records of enforcement activities.
This is the journey level class in the Code Enforcement Officer series and is assigned of the full range of duties. Employees at this level receive only occasional instruction or assistance as new unusual or unique situations arise and are fully aware of the operating procedures and policies within the work unit. Positions in this class are flexibly staffed and are normally filled by advancement from the I level once the incumbent meets the qualification standards of the II level demonstrates an ability to perform the full scope of the work and meets performance expectations.
SUPERVISION RECEIVED AND EXERCISED
Receives general supervision from the Public Safety Manager.
Examples of Duties
Duties may include but are not limited to the following:
- Receive and respond to complaints from the public and outside agencies regarding potential code violations to residential commercial and industrial locations mobile home parks and right-of-way; conduct investigations document and photograph findings; research and make determination of code violations.
- Coordinate with property owners or their representatives and outside agencies for the correction of code violations; explain requirements for compliance using diplomacy and tact; issue administrative citations for non-compliance; re-inspect property to ensure compliance and conduct follow-up investigations as necessary.
- Receive respond and document reports of graffiti; make arrangement for graffiti removal consistent with the Citys graffiti abatement program.
- Research interpret apply and explain applicable municipal codes zoning ordinances building codes vehicle codes state housing health and safety codes Title 25 state regulations and other related laws codes and regulations.
- Inspect foreclosures to ensure pool is secure animals have not been abandoned and for maintenance issues.
- Present case findings and testify in court hearings and administrative citation hearings.
- Investigate analyze and resolve issues related to permits and licensing.
- Conduct comprehensive mobile home park inspections.
- Document and maintain records of code compliance activities and inspections; prepare a variety of reports and letters.
- Ensure safe work practices are adhered to and vehicles are maintained in proper working order.
- Build and maintain positive working relationships with co-workers other City employees other agencies and the public using principles of good customer service.
- Perform related duties as assigned.

Ability to:

- Prepare correspondence and maintain records.
- Make simple mathematical calculations.
- Serve as an integral team player which involves flexibility cooperation and communication.
- Follow workplace safety policies and procedures.
- Operate and use modern office equipment including a computer and applicable software.
- Establish and maintain effective working relationships with those contacted in the course of work.

- On a continuous basis analyze site situations and develop solutions; identify interpret explain and enforce violations; review and interpret codes and rules; and maintain awareness of safety at all times.
- On a continuous basis walk stand climb and bend in the field; occasionally kneel and run; write or use a keyboard to communicate; and lift or carry weight of 50 pounds or less.
- Independently conduct investigations to determine compliance with various codes laws and regulations.
- Organize plan schedule and manage a caseload.
- Correctly interpret codes ordinances and regulations and apply interpretations to a variety of situations.
- Collect and process evidence.
- Prepare and present informational and educational group presentations.
Experience and Education
Any combination of experience and training that would provide the required knowledge and abilities is qualifying. A typical way to obtain the required knowledge and abilities would be:
Experience:
Two years of responsible experience that involved extensive public contact and the interpretation of guidelines or policies.
Education:
Equivalent to completion of the twelfth grade.
License and Certificate
- Possession of or ability to obtain a valid California drivers license.
- Possession of a California Peace Officer Standards and Training (POST) PC832 Arrest Search and Seizure Certificate within 12 months of hire.
Environmental Conditions
Work is performed both within an office environment and field environment with exposure to traffic outdoor weather conditions including extreme heat and cold and to wet and humid conditions
