Who we are supporting

The NATO Communication and Information Agency (NCIA) is responsible for providing secure and effective communications and information technology (IT) services to NATOs member countries and its partners. The agency was established in 2012 and is headquartered in Brussels Belgium.

The NCIA provides a wide range of services including:

  • Cyber Security: The NCIA provides advanced cybersecurity solutions to protect NATOs communication networks and information systems against cyber threats.
  • Command and Control Systems: The NCIA develops and maintains the systems used by NATOs military commanders to plan and execute operations.
  • Satellite Communications: The NCIA provides satellite communications services to enable secure and reliable communications between NATO forces.
  • Electronic Warfare: The NCIA provides electronic warfare services to support NATOs mission to detect deny and defeat threats to its communication networks.
  • Information Management: The NCIA manages NATOs information technology infrastructure including its databases applications and servers.

Overall the NCIA plays a critical role in ensuring the security and effectiveness of NATOs communication and information technology capabilities.

The program

Assistance and Advisory Service (AAS)

The NATO Communications and Information Agency (NCI Agency) is NATOs principal C3 capability deliverer and CIS service provider. It provides maintains and defends the NATO enterprise-wide information technology infrastructure to enable Allies to consult together under Article IV and when required stand together in the face of attack under Article V.

To provide these critical services in the modern evolving dynamic environment the NCI Agency needs to build and maintain high performance-engaged workforce. The NCI Agency workforce strategically consists of three major categorises: NATO International Civilians (NIC)s Military (Mil) and Interim Workforce Consultants (IWC)s. The IWCs are a critical part of the overall NCI Agency workforce and make up approximately 15 percent of the total workforce.

Role Duties and Responsibilities

  • Acting as principal Health and Safety Advisor at the base location and supporting additional locations for the NCI Agency as per current European and Host Nation standards;
  • Liaising with stakeholders and accountable persons to ensure emergency procedures and arrangements including fire and first aid are in place at locations;
  • Conducting regular and ad hoc Health and Safety inspections and audits preparing reports making recommendations for remedial actions and ensuring actions are closed out to deadline escalating where necessary;
  • Assisting with the development of policy documents and procedures aimed at ensuring NCI Agency compliance with relevant Host Nation regulations;
  • Assisting in drafting Occupational Health and Safety procedures in compliance with ISO 45001:2018 standard;
  • Provide advice on the implementation of an NCI Agency risk assessment process and develop plans to rectify conditions that pose Health and Safety hazards to the NCI Agency workforce;
  • Assisting in the planning and execution of an information communication and training programme to support NCI Agency policy;
  • Coordinating the location NCI Agency Health and Safety Committee and acting as the location Health and Safety focal point;
  • Liaising with key internal and external stakeholders to ensure Health and Safety delivery;
  • Carrying out accident investigations and making recommendations for remedial actions;
  • Assisting in the development and management the Health and Safety communication strategy;
  • Assisting in the preparation and submission of Health and Safety budget submissions through the Agency Health and Safety Manager;
  • Providing Agency wide support for carrying out technical interventions and surveys monitoring of noise air quality radiation etc;
  • Sharing and implementing best Health and Safety practice across the NCI Agency; Coordinate all H&S aspects of the HQ Building Project in close collaboration with CQO Transition Project Manager NHQ B&F Security and Medical teams to ensure compliance with NATO host-nation and building safety requirements.
  • Conduct and oversee risk assessments for all transitional activities including physical moves contractor works and staff installations ensuring hazards are identified controlled and communicated.
  • Develop and implement safe work procedures and emergency preparedness measures aligned with the new sites operational and technical environment.
  • Monitor compliance and provide assurance on safety readiness of the new premises including fire safety systems evacuation routes first-aid arrangements and ergonomics.
  • Act as the focal point for incident prevention and response ensuring timely communication and coordination with relevant stakeholders in case of emerging risks or incidents during the transition period.
  • Preserve and transfer critical knowledge related to OHS requirements risk registers and contractor management to ensure continuity and consistency across project stages.
  • Support post-occupancy evaluation by identifying lessons learned and recommending corrective or preventive measures for sustained safety compliance after the move.
  • Prepare and deliver periodic reports and status updates to Senior and Executive Management level including the Agencys Footprint Adaptation Programme Manager on OHS performance emerging risks and mitigation actions.
  • Contribute to staff engagement and communication during the transition through awareness sessions induction briefings and safety information materials.
  • Perform any other duty as required.

Essential Skills Experience and Certifications

  • Comprehensive knowledge of occupational safety and occupational health principles and practices techniques procedures regulations and standards in particular the ISO 45001:2018 standard;
  • Proven ability to manage multiple sites in an international Health and Safety environment.
  • Excellent computer skills using MS Office Suite. Desirable Experience and Education:
  • Experience working as a Health and Safety Advisor within an international or national organization;
  • Experience in implementing developing and maintaining integrated management Systems;
  • Experience in conducting ISO 45001 Audits reporting findings and follow up on recommendations/ Action plans;
  • Experience in drafting Occupational Health and Safety procedures;
  • Experience in conducting risk assessments in different activities/ environments;
  • Experience of developing and working within integrated management systems;
  • Technical skills relating to monitoring of noise air quality radiation etc. or experience in delivering technical survey programmes;
  • Demonstrable competency in fire safety management;
  • Experience in managing Health & Safety compliance in the field of Facility Management;
  • Knowledge and experience of International Health & Safety legislation & compliance;
  • Qualified trainer.
  • Ability to design and deliver health and safety training programs (e.g. manual handling PPE use emergency procedures);

Education

  • A minimum requirement of a Bachelors degree at a nationally recognised/certified
  • University in a related discipline (such as a Science degree) and 2 years post-related experience;

Language

  • A thorough knowledge of one of the two NATO languages both written and spoken is essential and some knowledge of the other is desirable. Most of the work of the NCI Agency is conducted in the English language.

  • Hybrid (80% onsite/ 20% offsite)

Travel

  • Some travel to other NATO sites may be required

Security Clearance

  • Valid National or NATO Secret personal security clearance
