POSITION SUMMARY
The Distribution and Collection Supervisor supervises the daily operations and personnel of the water distribution stormwater and wastewater collection systems. Works with the Manager to provide a safe efficient and well-organized distribution stormwater and wastewater collection system. Provides efficient leadership and works in cooperation with the Manager and Engineering to provide uninterrupted and safe water and sewer services.

DUTIES AND RESPONSIBILITIES

Essential Duties & Responsibilities
- Regularly attends work on assigned schedule
- Defines implements and manages the performance of water distribution system and wastewater collection system maintenance and repair programs and emergency response protocols
- Develops and presents training materials and other program documentation
- Motivates directs evaluates and disciplines employees makes recommendations concerning employee performance including actions related to hiring discipline advancement and other changes in employee status
- Supervises assigns and trains staff to meet City requirements and local state and federal regulations
- Plans and directs work needed to achieve department stated goals and objectives
- Monitors State Federal regulations and industry trends to define appropriate goals and objectives and ensures compliance with applicable standards and regulations.
- Instructs personnel in safety procedures and ensures safety procedures are followed
- Identifies develops and recommends policies and programs
- Establishes a system for periodic review of policies to determine when modifications are necessary
- Recommends and/or manages infrastructure rehabilitation projects and improvements
- Reviews plans and specifications for capital projects to assess operational impacts and costs. Participates in construction coordination committees
- Participates in planning and design of capital projects. Develops specifications for soliciting contract proposals
- Coordinates resources and activities with other departments agencies and customers
- Supervises the control and maintenance of equipment vehicles materials supplies and other resources
- Reviews equipment and material specifications to optimize resource utilization
- Exercises purchasing authority and approves expenses within budget
- Periodic review of policies to determine when modifications are needed
- Prepares periodic program performance reports on maintenance repair overall system condition and section activities
- Investigates and prepares reports on damage claims and system complaints
- Facilitate regular staff and safety meetings with assigned staff. Establish and document standard operating procedures (SOP) for assigned divisions. Maintain Safety Data Sheets (SDS).
- Calculate man-hour requirements material and equipment hours used for job cost accounting.
- Investigate new processes and techniques to provide divisions with up-to-date equipment and training.
- Participate in studies and activities related to equipment efficiency vault modifications pipeline improvements engineering and construction projects distribution collection and storm assets and facilities.
- Investigate and complete accident reports. Must be able to perform safety sensitive functions. Enforce safety regulations and City policies. Schedule DOT physicals for assigned staff.
- Requires 24/7 on call responsibilities for water distribution wastewater collection and storm water drainage systems. Perform emergency field response determine severity and coordinate activities with both internal and external personnel during water line breaks sanitary sewer overflows and flood events. Inspect and troubleshoot water sewer and storm lines. Coordinate resources tools equipment staff and outside resources as needed
Other Duties & Responsibilities
- Serves as backup to other Supervisors of Operations-Water Utilities as needed
- Serves on various employee and other committees as assigned
- Performs all other duties as assigned
- Serves as Duty Supervisor
- May operate heavy equipment
- May serve as Operator in Responsible Charge of Englewoods Water/Wastewater Distribution System.
PREPARATION AND TRAINING
Education
- High School Diploma or GED required.
- Associates degree is desirable.
An equivalent combination of education training and relevant job experience may be substituted.
Work Experience
- Minimum of 5 years experience in Water Distribution and Wastewater Collection.
- Minimum of 1 years in a supervisory capacity
Certifications and/or Licensures
- Minimum Class II Water Distribution and Wastewater Collection Certification
Required Drivers License
- Valid Colorado Drivers License and a clear or acceptable motor vehicle record.
KNOWLEDGE SKILLS AND ABILITIES
Knowledge
Advanced knowledge of disinfection procedures for new water mains and repairs
Advanced working knowledge of:
- Distribution system
- Collection system
- Maintenance procedures for those systems
- Hydraulic mathematics
- Trench shoring
- Engineering specifications associated with pipeline construction
- Standard practice of pipeline construction.
- Industrial safety including confined space regulations
- Supervisory principles and practices
Basic knowledge of:

Analytical - Advanced skills needed to analyze soil conditions and layout of pipeline installation. Also required to determine manpower vehicle needs and troubleshooting decisions. Ability to read understand and use blueprints schematics layouts as-builts or other visual aids.
Mechanical - Advanced skills needed to work with the tools associated with the pipeline industry.
Project Management - Strong skills required for scheduling jobs and coordinating work crews tools and vehicles. Also needed to assist in developing divisional goals plans and projects and to implement the activities. Ability to solve a variety of problems in situations where there are substantially diversified procedures specifications and only limited standardization by applying experience and sound reasoning to determine which among many procedures should be followed and in what sequence to achieve the required job results while adhering to the range of specified acceptable standards alternatives and technical practices
