Our agency is looking to hire a permanent Reentry Systems Manager within the Reentry Division. This position is based at the Department of Corrections Headquarters in Tumwater WA but has flexibility to work within the southwest region with prior approval. The working schedule is typically Monday - Friday 8:00 a.m. to 5:00 p.m.

The Departments mission is to improve public safety with a key goal to positively change lives with the objective to reduce recidivism or the rate of return to institutions the first year after release by increasing the number of individuals who receive reentry transition services and direct resources to focus on successful transition.

This position is located within the Reentry Division and reports to the Reentry System Administrator. The Reentry Division supports the Department of Corrections (DOC) mission of improving public safety by positively changing lives by providing individuals with the tools and resources needed to successfully transition back into the community. The Reentry Division provides targeted opportunities and pathways supporting successful integration into our communities from incarceration. This position oversees and directs the work of a team of Statewide Reentry Navigators in partnership with the other Reentry Systems Managers. The Reentry Navigators are responsible for providing opportunities and pathways supporting successful reentry and integration into our communities through programs and best practices that improve lives.

As a senior level specialist this position reviews recommends develops coordinates and administers statewide Reentry programs. Together with the other Reentry team members it works daily to continue supporting a Statewide Reentry focused corrections system by providing an integrated reentry and post-release program that provides opportunities that address barriers and support the ability to reduce recidivism. It also exercises decision-making authority and provides leadership functions such as assisting others with complex problem resolution recommending courses of action and training Reentry Navigators. This position seeks collaborative partnerships with community partners to meet the reentry needs of incarcerated individuals transitioning from confinement to successful reentry in our communities.

It models the Reentry Divisions purpose statement of providing people with focused opportunities for success and contributes to the Departments mission to improve public safety by positively changing lives through collaborating with stakeholders and working hand-in-hand with the Reentry Systems Administrator to ensure division priorities and goals are being met.

Duties

Duties include but are not limited to:

Provide leadership and supervision for Correctional Specialist 3 and 4 (Reentry Navigators) in performing their job duties and supporting the agency mission:

  • Monitor individual employee and team performance to ensure performance meets acceptable standards for quality timeliness and that policies are implemented and adhered to. This includes but is not limited to workload reviews ensuring reentry team meetings (RTMs) Individual Reentry Plans (IRPs) and Essential Needs plans are completed as required by RCW 72.09.260 and RCW 72.09.015.
  • Monitor work performance; investigate and take appropriate action in coordination with the Reentry Administrator.
  • Complete monthly individual meetings with CS3 and CS4 Reentry Navigators.
  • Completed regular team meetings.
  • Conduct timely employee performance evaluations and ensure proper coaching and training is provided. Assess staff individually for career development personal/professional goals and provide them with training and/or rotational experiences.
  • Recognize good performance and address performance deficiencies to help the employee become successful and appropriately document in the employee records.
  • Ensure new staff receive training on policy and processes.
  • Ensure new staff obtain necessary tools (i.e. computer cell phone vest) for staff performance.
  • Keep experienced staff apprised of new developments and changes in agency direction law and policy.
  • Manage staff schedules including leave and overtime and compensatory time according to departmental guidelines.
  • Participate in the recruitment and hiring process and submit recommendations of temporary or permanent staff. Provide mentorship for all Reentry Navigators.
  • Coordinate and maintain a safe/efficient workplace through monitoring each staff and overseeing of safety program.
  • Support promote and encourage an inclusive diverse and respectful work environment in alignment with Department values as identified in the strategic plan.
  • Be an advocate for DOC in general and Reentry specifically.

Development and Management of Reentry Programs:

  • Ensure implementation of reentry efforts outlined in RCW 72.09.270 are developed and managed.
  • Ensure implementation of Reentry program policies and best practices and compliance with Executive Order 16-05 to build safe and strong communities through successful reentry.
  • Program review implementation and oversight of reentry processes.
  • Develop administer advise and exercise decision-making authority for program processes and other areas of responsibility.
  • Review data and work with the Reentry Systems Administrator to evaluate output data of Reentry Navigators and how outputs relate to outcomes of individuals served.

Provide effective communication and documentation in addressing staff expectations abilities and the evaluation of reentry workload processes:

  • Provide leadership advice and technical expertise to Reentry Navigators in regard to policy procedures and protocols.
  • Cultivate an environment of integrity and trust; promote inclusion equity and respect for others; provide opportunities for personal growth and change.
  • Positively impact physical mental and emotional security and well-being of staff. Provide an environment of safe communication to enhance coaching mentorship and career development.
  • Ensure regular workload reviews are completed and provide needed guidance and support staff to assist staff in performing their duties.

Identify resources and establish professional relationships that meet individuals risk and needs prior to and following release into the community:

  • Plan implement and coordinate along with reentry navigators to connect individuals to community partners to enhance reentry services for the individuals releasing or transferring to the community.
  • Collaborate with internal stakeholders to identify resources and develop processes to identify and meet the reentry needs of individuals.

Qualifications

Required Qualifications:

  • High school diploma and seven years of progressive reentry related work with increasing responsibilities.

or

  • AA degree in criminal justice or related field and five years of progressive related work with increasing responsibilities.

or

  • Bachelors degree in Criminal Justice Social Work Psychology Public Administration or a related field and four years of progressive reentry related work with increasing responsibilities.

or

  • Masters degree in Criminal Justice Social Work Psychology Public Administration or a related field and three years of progressive reentry related work with increasing responsibilities.

AND

Competencies Required:

  • Three years of experience working with a range of system and community-based resources available to support the diverse spectrum of potential needs of individuals reentering the community.

  • Working knowledge of the key decision points for the transition of person released from prison or jail to the community transition including common barriers or challenges individual experience in reentry.

  • Ability to clearly articulate agency division and unit goals and expectations foster an inclusive team environment provide constructive feedback and coaching for supervised staff.

Preferred Qualifications:

  • A strong personal commitment to and empathy for individuals reentering the community. Preferred candidates will have a demonstrated ability to approach their work using a trauma-informed person-centered lens.

  • Proven ability to build strong collaborative relationships with a wide range of internal and external stakeholders to assess participant needs identify barriers set goals and provide effective support.

  • Ability to communicate clearly and concisely both orally and in writing with staff at all levels within the Department system- and community-based partners and program participants.

  • A highly motivated and self-directed professional with strong interpersonal skills and the proven ability to work independently.

  • Prior leadership experience is highly valued particularly in human services or a related field.

  • Experience developing resource manuals guidelines and job aid tools to support staff in providing high-quality level of service to program participants.

  • Working knowledge of RCWs WACs department policy federal law the legislative process case management and incarcerated individuals.
