Project Description
A state-level laboratory quality division is seeking a Project Manager to lead the development of a software platform that will support application submissions and payment processing for private laboratories. This platform will accommodate functions such as Limited Service Laboratory certifications (initial applications amendments and renewals) Certificates of Qualification for laboratory directors (initial certification) and permit applications (initial submission only).
Position Description / Daily Tasks & Responsibilities
The selected Project Manager will perform the full spectrum of project management duties as outlined by PMI PMBOK and the NYS Project Management Guidebook (Release 2). Responsibilities include but are not limited to:
Developing detailed project scope statements.
Documenting project requirements by gathering business goals information needs and priorities from end users and subject matter experts.
Balancing resource alternatives and evaluating potential solutions.
Creating and maintaining project schedules including deliverables milestones and task plans using project scheduling tools.
Presenting and coordinating resource needs with agency leadership and program areas.
Designing and implementing quality metrics to evaluate project performance.
Developing project communication plans and preparing detailed project status reports.
Communicating project information to internal and external stakeholders.
Directing or coordinating project staff and technical teams.
Identifying project risks and assessing their impact.
Managing vendor and contract relationships.
Making recommendations or decisions on changes affecting project scope or schedule.
Planning and conducting project-related workshops including focus groups and project closeout sessions.

84 months of experience managing project execution and control including handling project budgets schedules scope status reporting and quality standards.
60 months of experience as a lead Project Manager on software development initiatives.
60 months of experience developing and managing project communication plans.
60 months of experience tracking managing and communicating project issues and risks.
48 months of experience using Microsoft Project to manage project schedules and resources.
24 months of project management experience engaging stakeholders managing expectations and facilitating communication.
24 months of experience managing IT projects in the public sector or government environment.
Bachelors degree from an accredited institution.
PMP Certification from the Project Management Institute (PMI).
