Under the guidance of the Purchasing Agent the Chief of Staff provides strategic leadership and executive support to the Office of the Purchasing Agent. The role ensures alignment of priorities across all divisions manages high-level coordination with Commissioners Court and serves as the central point of integration for departmental initiatives.
The Chief of Staff develops and implements strategies processes and best practices that advance the Countys procurement operations while ensuring transparency compliance and accountability. The position requires exceptional leadership organizational and communication skills to foster collaboration across Harris County departments and with external stakeholders.
Duties & Responsibilities
Serve as a principal advisor to the Purchasing Agent providing strategic counsel and managing executive priorities. Coordinate with division directors to ensure consistent execution of the departments mission
Provide oversight and guidance to the toward the preparation review and submission of Commissioners Court agenda items and ensure accurate timely communication with Court members elected officials and County leadership
Lead development and implementation of department-wide strategies process improvements and operational standards to strengthen efficiency compliance and service delivery
Facilitate collaboration with Harris County departments the Auditors Office the Office of Management and Budget and other partners to align procurement practices with County policies and statutory requirements
Ensure clear and accurate dissemination of procurement policies procedures and statutory updates to internal staff County departments vendors and external stakeholders
Provide guidance and support to functions such as training compliance vendor relations and internal communications to ensure alignment with executive priorities
Monitor departmental performance through metrics and Key Performance Indicators (KPIs) and provide executive-level reporting and recommendations to the Purchasing Agent
Coordinate the representation of the Office of the Purchasing Agent in interactions with elected officials department heads vendors and community stakeholders
Promote a culture of continuous improvement encourages innovative solutions and resolve complex operational challenges
Education & Experience
Advanced degree in Business Data Public Policy or a directly related field and eight (8) years including five (5) years of supervisory or managerial experience OR
Bachelors Degree and ten (10) years of relevant work experience including five (5) years of supervisory or managerial experience OR
Associate Degree in a directly related field and twelve (12) years of relevant work experience including five (5) years of supervisory or managerial experience
Knowledge Skills & Abilities
Strong leadership strategic planning and project management skills
Exceptional organizational ability with demonstrated experience managing multiple priorities and stakeholders
Superior written and verbal communication skills with the ability to draft executive-level correspondence and present to Commissioners Court and senior leadership
Proficiency in Microsoft Suite and Microsoft Business Intelligence tools
Ability to analyze and evaluate programs policies and procedures; establish and track KPIs; and provide actionable recommendations (PMP a plus)
Prior managerial experience

This is a full-time position
Monday - Friday from 8am - 5pm
Occasional weekends holidays and overtime may be required based on the specific needs and demands of the department
