Job Summary

Director Chief of Staff - Bank Tech Workforce Strategy

The Director Chief of Staff - Bank Tech Workforce Strategy is a critical strategic leadership role within the Bank Tech Operations team. Reporting to the Senior Director of Bank Tech Operations this leader will be accountable for defining and driving the Bank Tech workforce strategy across an organization of 3000 and directly managing the labor team responsible for its execution. This role is essential to ensuring Bank Tech operates efficiently and becomes future-ready.

Key Responsibilities

Strategic Planning & Organizational Design

  • Develop and own the Bank Tech destination-backed workforce plans and frameworks translating enterprise goals and strategic imperatives into a long-term workforce strategy roadmap and annual targets

  • Lead the annual target setting and tracking process for key workforce and organizational design metrics creating accountability and transparency for the Bank Tech Leadership team.

  • Define and drive organizational design objectives that align talent and organizational needs in a well-managed way.

  • Partner with Tower Leaders and Chiefs of Staff (CoS) to ensure domain and tower plans roll up into the overall Bank Tech destination plan.

Labor Management & Execution Oversight

  • Directly lead and manage the Labor Execution Team ensuring their operating model routines and priorities are fully aligned with the broader Bank Tech Workforce Strategy.

  • Own accountability for labor execution overseeing all aspects of hiring contractor management and workforce system utilization to ensure the function meets annual workforce targets

  • Serve as the key leader for cross-functional alignment with Finance HR Business Partners and Chiefs of Staff to ensure early engagement shared assumptions aligned budgets and consistent operating models.

  • Define the overall strategy for how Bank Tech leverages workforce systems to support planning and execution and partner with enterprise owners to influence system capabilities and advocate for Bank Tech needs.

  • Establish mechanisms for tracking progress escalating risks and addressing deviations from the agreed-upon strategy.

Reporting & Insights

  • Own leadership-level views and reporting (e.g. Workforce Scorecard) that enable management to guide destination design and make informed decisions.

  • Ensure data and reporting connect back to strategic priorities and destination-backed plans.

  • Partner with the Analytics team to ensure workforce reporting dashboards and analytics are intuitive timely and actionable.

The Successful Candidate Will:

  • Strategic Thinker with Strong Business Acumen: Demonstrated ability to translate complex enterprise and organizational goals into a clear actionable and financially viable workforce strategy.

  • Operational Execution Leader: Proven ability to lead an operational team drive daily execution and ensure rigor and accuracy in meeting labor targets.

  • Excellent Communication and Presentation Skills: Proven ability to communicate strategy status and risks to executive audiences (CTO VP) to manage inform and influence outcomes.

  • Proven Ability to Build Trusted Effective Relationships: Strong track record of partnership and alignment across senior leadership and cross functional partners

  • Highly-Motivated Accountable Self-Starter: Ability to work autonomously independently take initiative and persevere through complex cross-functional issues to achieve results.

  • Data-Driven: Deep understanding of workforce analytics metrics and systems to inform strategic decisions and track organizational health.

Basic Qualifications

  • Bachelors Degree or Military experience

  • At least 7 years of experience in Project Management Operations Process Management.

  • At least 5 years of experience building influencing and executing organizational or technology strategy

  • At least 5 years of people management experience.

Preferred Qualifications

  • 3 years of experience driving organizational change and operational excellence in technology.

  • 3 years of experience writing executive-level communications and presentations.

  • 8 years of experience in Project Management Operations or Process Management.

  • 8 years of experience building and influencing strategy.

  • Experience in Strategic Workforce Planning Organizational Design or Labor Management in a large complex technology organization.

The minimum and maximum full-time annual salaries for this role are listed below by location. Please note that this salary information is solely for candidates hired to perform work within one of these locations and refers to the amount Capital One is willing to pay at the time of this posting. Salaries for part-time roles will be prorated based upon the agreed upon number of hours to be regularly worked.

McLean VA: $226000 - $257900 for Director Chief of Staff


New York NY: $246500 - $281300 for Director Chief of Staff


Philadelphia PA: $205400 - $234400 for Director Chief of Staff


Richmond VA: $205400 - $234400 for Director Chief of Staff


Wilmington DE: $205400 - $234400 for Director Chief of Staff







Candidates hired to work in other locations will be subject to the pay range associated with that location and the actual annualized salary amount offered to any candidate at the time of hire will be reflected solely in the candidates offer letter.

This role is also eligible to earn performance based incentive compensation which may include cash bonus(es) and/or long term incentives (LTI). Incentives could be discretionary or non discretionary depending on the plan.
