Position Overview
We are seeking an experienced Business Analyst (BA) / Product Owner to support a large-scale Provider Enrollment and Management System (PEMS) modernization project. The position involves close collaboration with technical teams business users and project stakeholders to analyze requirements enhance functionality and ensure the delivery of high-quality system improvements.
The selected candidate will work with multiple business units technology vendors and system integrators to analyze policies processes and business needs transforming them into detailed functional and technical requirements. This role requires strong analytical communication and Agile project management skills.
Key Responsibilities
Analyze program policies procedures and processes to determine the impact on business systems and functional areas.
Review system documentation business requirements design specifications and test plans to ensure compliance with business and technical needs.
Serve as a Product Owner for Agile teams translating business needs into detailed user stories and acceptance criteria.
Facilitate Agile ceremonies collaborate with sprint teams and maintain a prioritized backlog.
Develop and execute test scenarios test cases and exit criteria aligned with user requirements.
Conduct and participate in User Acceptance Testing (UAT) and system validation efforts.
Monitor project progress report status and communicate risks issues and decisions to management.
Act as a liaison between internal business units vendors and technical teams.
Identify project risks and develop mitigation strategies.
Document business processes decisions and deliverables.
Manage schedules and ensure timely delivery of project milestones.
Lead meetings and presentations for both technical and non-technical audiences.
Minimum Qualifications
Candidates must have a strong record of experience that clearly demonstrates the following:
8 years of experience as a Business Analyst and Agile Product Owner.
8 years of experience working within Agile software development environments.
8 years of experience performing complex business analysis and creating technical documentation.
8 years of experience reporting project status to management including risks issues and decisions.
8 years of experience identifying project risks and implementing mitigation strategies.
8 years of experience with clear effective written and oral communication including documentation of requirements deliverables and test results.
8 years of experience gathering validating and documenting business requirements and translating them into technical solutions.
8 years of experience reviewing and approving complex user and system requirements developed by vendors.
8 years of experience with Microsoft Office Suite (Teams Word Excel PowerPoint).
8 years of experience developing and coordinating test plans strategies and test scenarios.
8 years of experience executing detailed test cases in complex software environments.
8 years of experience using testing management software tools.
8 years of experience using project management tools such as Microsoft Project or equivalent.
8 years of experience prioritizing and approving user stories based on stakeholder feedback and expertise.
8 years of experience working with Medicaid systems and processes.
8 years of experience with claims processing systems.
