DescriptionWhat we are looking for
The successful candidate will have senior management experience with a a background and or knowledge of support functions (Finance Logistics HR ICT) within humanitarian sector. A Strategic thinker with experience leading and managing multi-functional teams successfully. Highly diplomatic collaborative with ability to work with other departments and key stakeholders effectively. Expertise in resource and cost management. Communicates clearly and has experience working in a complex conflict/emergency context. Experience in a start-up or scale up environment is an added advantage.
What you will do
The purpose of the Area Support Manager (ASM) position is to provide sufficient support to relevant supports functions at the area level and field-offices. He/she will be leading support units ensuring compliance with NRC and donor guidelines. The ASM will lead all support-related matters in NRC West Bank Office and provide high quality and efficient support for programme implementation.
What you will do
- ProvideactivesupporttotheoperationalscaleupoftheAreaOffice as well as providing areaspecificinputsrelevantfortheCountryStrategy.
- Participate in grants opening grants closure meetings at Area level whenrequired andprovide operational/Supportinputsintodonorproposalsandreportswhenrequired.
- Ensure optimal use of resources within the allocated budgets related toOperational/ Support costs.
- LinemanagementofheadsofsupportdepartmentsinNorth-EastAreaOffice capacity building and managing performance.
- Ensure strong coordination with Country Office and other Areas SupportDepartmentsacting asFocalPointinthiscoordination.
- Contribute to strengthening Area level implementation and adherence toSupportSOPs NRC guidelinespoliciesandprocedures as well as donor requirements.
- Oversee implementation of identified risk mitigation measures including spotchecksinlinewithAnti-Corruptionriskmapping.
- Under Country Office guidance ensure compliance with Securing SupportingDocumentation(SSD)aswellastheCountryOfficedatamanagement.
- LeadintheelaborationandregularupdatingoftheMasterSupportBudgetatArea Office level drivingtheoptimizationofOperational/SupportcostsatNorth-EastArealevel.
- Coordinate and align Operational support with programme plans at North-EastArealevelensuringProcurementPlansHRplansandSpendingPlansforeach project are in place.
- When requested by the Area Manager represent NRC externally in the differentfora.
What you will bring
- Bachelors or Masters degree in relevant field (Humanitarian Management Business Administration Development Studies Finance Human ResourcesSupply Chain or similar)
- Minimum 4 years in middle management position preferably in a humanitarian/early recovery context with knowledge and experience in management of support functions/operations.
- Good understanding of programme management in a humanitarian context preferably experienced in start-up/scale up environments.
- Excellent communication interpersonal and reporting skills both written andoral.
- Flexibleadaptablewithgoodproblem-solvingskills.
- Fluency in English both spoken and written is required; Ukrainian and/orRussianlanguageskillsanassetbutnot mandatory.
- KnowledgeofthecontextinUkraineisan asset.
