Job Summary

JOB DUTIES & RESPONSIBILITIES:
Monitors compliance with applicable laws regulations and licensure requirements in conjunction with
the Director of Quality Enhancement.
Assist Manager of Community Living with program emergencies.
Work with the Quality Enhancement team on licensing investigations admissions and discharges.
Review and approve person-centered plans in conjunction with the PCP Specialist and Manager of
Community Living.
Ensure managers are completing 30-day reviews as required and provision of medical services for
people supported.
Conduct regular spot checks of assigned sites.
Work as an engaged member of the Gallagher Leadership Team.
Demonstrate knowledge of and implement Gallagher Services/Catholic Charities Policy and
Procedures including the agencys Commitments and Standards as well as funding source regulations
and required documentation.
Conduct training as required. Ensure that all DDA and required training for the program are completed
within the appointed time frame.
Ensure open job positions are posted managers are working with human resources to fill open
positions.
Monitor needed disciplinary measures taken by managers ensuring that agency progressive discipline
procedures are followed and check-ins completed.
Perform on-call duties as needed and be available to assist managers.
Work with the Accounting Manager to create yearly budget and monitor program budget on an ongoing
basis including overtime costs.
Work with facilities management on capital projects and compliance of site maintenance including
HUD fire codes requirements.
Attend and participate in all required events workshops trainings and meetings.
Develop community involvement outside of Catholic Charities through attending meetings and serving
on committees (i.e.: MACs DDA and other community organizations).
Perform other duties as assigned.


EDUCATION & EXPERIENCE REQUIREMENTS:
Bachelors degree in the field of Human Services or related field.
Four (4) years of supervisory experience in the field of Human Services.
Minimum of three (3) years of professional experience delivering community-based services to people
with intellectual and developmental disabilities. Some experience in billing and finance a plus.
Experience may be substituted for education on a 2:1 basis with the approval of the Administrator.
Extensive knowledge of COMAR & HCBS Final Rule LTSS waiver and service definitions (including
Supported Living Shared Living and Personal Supports) and regulations guidelines procedures &
philosophy.

REQUIRED SKILLS & ABILITIES:
Demonstrated commitment to the fundamentals of person-centered thinking planning and action.
Ability to work a flexible work week.
Evaluate situations and facts and draw conclusions accordingly.
Tolerance for varying levels of stress.
Advanced reasoning abilities and good judgement.
Advanced written and verbal communication with strong relational skills. Use of person-first language
and thinking essential.
Excellent time-management and organizational skills with the ability to meet/exceed deadlines with
strong attention to detail a must.
Ability to utilize computer systems and software to perform position functions. Maintain small and
large data bases with development of spreadsheets. Excellent computer skills (i.e.: Outlook Word
Excel Teams and data systems) relevant to the position.


PHYSICAL REQUIREMENTS & WORK ENVIRONMENT:
This position requires the ability to use full vision hearing complete range of motion and the ability to
lift at least 25 lbs.
Hearing and vision abilities within normal range (corrected) to drive safely and to observe and
communicate with others.
Moving about to accomplish tasks or moving from one work site to another.
Driving (Agency and/or personal vehicle) is required for this position. Driver must be at least 21 years
of age with a minimum of 2 years of driving experience and a valid drivers license issued by the state
of residence. There can be no state issued restrictions on the licenses that would impede drivers ability
to operate the vehicle as required by the Agency and there must not be more than three (3) points on
their driving record.

PHYSICAL REQUIREMENTS & WORK ENVIRONMENT:

  • Hybrid work options are available contingent upon business needs and performance expectations in alignment with the Agencys policy.
  • Hearing and vision abilities with or without correction sufficient to drive safely and effectively observe and communicate with others.
  • Adjusting or moving objects up to 20 all directions which may include lifting carrying pushing pulling or repositioning items as necessary to perform job duties.
