About Harris County Flood Control District:
The Flood Control District has the mission to reduce the risk of flooding in Harris County the third most populated county in the United States with a population in excess of 4.7 million including the City of Houston the nations fourth largest city. The Flood Control District has jurisdiction over the primary stormwater facilities in the county which consist of approximately 1500 channels totaling nearly 2500 miles in length as well as more than 60 regional stormwater detention basins totaling more than 10000 acres and several wetlands mitigation banks including Greens bayou.
What you will do atHarris County Flood Control District:
The Harris County Flood Control District is seeking qualified exceptional candidates for the role of Engineering Project Manager.Responsible for delivering projects from preliminary engineering through all project phases to close out. Work is primarily focused on flood damage reduction projects funded through various sources including grant projects and other infrastructure projects and engineering tasks.
Essential Functions and Duties:Deliver projects from preliminary engineering through all of the project phases to close out including coordinating resources developing scopes of work schedules risk assessments cost estimates and expediting deliverables as needed.
Facilitate and negotiate consultant procurement and manage internal and external resources to develop the project delivery team scope schedule and budget during all phases.
Coordinate efforts with the project delivery team to prepare the final deliverables required in each phase of the project. This will normally include summary exhibits engineer reports and/or permitted plan sets and specifications.
Review QA/QC Plans and professional documents within your professional expertise on projects as needed to support grant county and client requirements.
Ensure deliverables meet Districts design standards regulatory compliance and permitting requirements.
Troubleshoot conflicts that may arise therein and work with the project team and client on acceptable alternatives.
Evaluate and perform risk management to achieve project scope schedule and budget expectations.
Coordinate and communicate effectively with management Harris County elected officials and representatives external agencies and the public as necessary.
Assist with recovery efforts following local disasters to ensure Harris County has safe infrastructure following the event.
Adapt when emergencies or short turnaround projects arise as needed.
Perform other duties that may be added or changed as the course and scope of the job directs.

Requirements
Education:
Experience:- Five (5) years experience managing infrastructure projects with at least one project with grant funding or multiple different funding sources.
Military service in an applicable field is acceptable.
Licensure:- Valid Class C Texas Drivers License
Knowledge Skills and Abilities:
- Excellent written and oral communication skills.
- Excellent interpersonal and conflict resolution skills and the ability to deal tactfully with a diverse group of people in a professional manner in a complex organization.
- Ability to read interpret and create construction plans estimates and specifications.
- Ability to exercise flexibility in accommodating shifting priorities demands and schedules.
- Ability to drive a County vehicle to various job sites as needed to accomplish tasks and projects.

Physical Demands and Environmental Exposure:The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of this job.
