The Riverside County Flood Control and Water Conservation District has an opportunity for a dynamic and creative Administrative Services Analyst II (ASA) for the Regulatory Division located in Riverside.
The ASA will support and interact with District staff and coordinate with other public agencies and stakeholders such as developers planning and engineering consultants members of the public the Army Corps of Engineers Regional Water Quality Control Boards California Department of Fish and Wildlife USFWS and other federal state/local government agencies and non-profit organizations. The Flood Control District is a fiscally secure special district funded by property taxes.
The Regulatory Division is primarily responsible for ensuring that the District complies with state and federal environmental laws and provides support for all types of District actions such as constructing new flood control facilities maintaining existing facilities developing master drainage plans and issuing encroachment permits to developers or other public agencies for their projects. The ASA will assist with the implementation of requirements and compliance strategies through a wide variety of administrative support services such as conducting complex research tracking pending legislation assessing operational processes and programs and making recommendations for the development implementation and improvement of District operations services and programs coordinating with internal and external teams and performing other related duties as required.
Competitive experience includes working in at least a one of many related settings such as public agency public works or land use planning; environmental architectural or engineering consulting firm; contract management; permit compliance; project coordination; or legal or technical research. For example assisting with permits data tracking and field logistics while supporting consultants and client interactions.
Manage and maintain various internal data bases and create and/or update to improve existing processes.
Manage internal work orders for the Regulatory Division; track work orders and assign out using an internal digital database.
Manage the Districts WRDA agreement and submittals to the US Army Corps of Engineers and other County Departments for adherence to contract terms.
Research and analyze state and federal policies and proposed legislation that may affect District operations.
Prepare the Regulatory Divisions annual budget projections related to capital improvement projects permit fees compensatory mitigation costs etc.
Review and gather reports and other documentation for submittals to various government agencies.
Manage Regulatory task orders and invoices with consultants for adherence to budget and contract terms.
Track and manage the Districts AB52 tribal consultation administrative records; prepare and send notices to tribes support the District as needed with AB52 compliance.
Support the Regulatory Division Chief supervisors and staff with meeting coordination preparation and implementation.
Coordinate and schedule field surveys for staff and secure access rights from various property owners as needed.
Special projects as assigned.
License: Possession of a valid California Drivers License may be required.

Pre-Employment
