POSITION: Parks and Recreations Program Manager

SALARY:$71854.88-$97098.98 Salary/Yearly

REPORTS TO: Natural Resources Director

LOCATION: WA

Basic Functions: This position is exemptPlans organizes manages coordinates and participates in providing a comprehensive program of recreation parks sports and leisure activities for the reservation.

Qualifications

MINIMUM QUALIFICATIONS:

Education and Training:

  • Typically requires aBachelors degree in parks and recreation public administration human services or closely related field; and three (3) years of progressively responsible experience in supervision and management.
  • Or any combination of experience education and training which provides the equivalent scope of knowledge skills and abilities necessary to perform the work.

Special Condition:

  • Must submit to and successfully clear an extensive background inquiry (tribal state financial) and maintain clearance throughout employment.

Knowledge Skills and Abilities:

  • Requires knowledge and skill to with Native American tribes directly related to the duties of this position.
  • Requires knowledge of all tribal and federal codes and law.
  • Requires knowledge of facility management and oversee maintenance supervisor in construction of facilities.
  • Requires knowledge of writing business plans and feasibility studies.
  • Requires knowledge of reservation campgrounds and Lake Roosevelt with knowledge of designated camping and random camping.
  • Requires thorough knowledge of business and program management principles methods practices and terminology is required.
  • Requires knowledge of various funding agency requirements including specific requirements for Tribal Bonneville Power Administration Washington State Fish and Wildlife and Bureau of Indian Affairs.
  • Requires skill in the use of office computers and software applications used to prepare communications and track program projects.
  • Requires excellent verbal and written communication skills and ability to communicate effectively with program personnel reservation visitors and funding agencies.
  • Requires experience with tribal administrative review process as it relates to contracts budget development and modifications policy development and monitoring.
  • The position requires specialized professional knowledge of the theories principles practices techniques and procedures of the parks and recreation services.
  • Requires knowledge of methods and applications of project management.
  • Requires knowledge of parks planning and development; land acquisition and construction.
  • Requires knowledge of parks and open spaces management operation and stewardship.
  • Requires advanced knowledge of research design and data collection methods for identifying program demand and trends.
  • Requires working knowledge of human development concepts.
  • Requires sufficient math skill to prepare cost summaries and statistics.
  • Requires well-developed human relation skills to convey concepts and conduct training and use courtesy when dealing with others.
  • Requires the ability to plan organize and manage the program to meet the department business and public service objectives.
  • Requires the ability to plan organize manage and implement parks and recreation facility projects land acquisitions and contracts.
  • Ability to read and interpret construction plans drawing and specifications.
  • Requires the ability to organize work set priorities and exercise sound independent judgment within areas of responsibility.
  • Requires the ability to define issues analyze problems evaluate alternatives and develop sound independent conclusions and recommendations.
  • Requires the ability to effectively prepare and present departmental reports grants and research projects.
  • Requires the ability to develop review and monitor budgets and revenue.
  • Requires the ability to conduct program needs assessment to identify potential recreation programs.
  • Requires the ability to develop and apply the rules regulations policies and procedures used by the department.
  • Requires the ability to facilitate activities with small groups in a variety of programs.
  • Requires the ability to coordinate and participate and partner with other community organizations to design and implement programs.
  • Requires the ability to work as contributing member of a team work productively and cooperatively with other teams and external customers and convey a positive image of the Tribes.
  • Requires excellent oral and written communication abilities.
  • Requires the ability to recognize and solve complex contractual and business problems and provide sound advice.
  • Requires the ability to develop contracts design camping facilities and ensure maintenance.
  • Requires the ability to be able to protect the rights and enforce sovereignty of theColville Confederated Tribes and protect tribal jurisdiction.

Note: Pursuant to Tribal Policy if this position is safety sensitive it is subject to pre-employment drug addition this position is subject to reasonable suspicion and post-accident drug testing.

TRIBAL MEMBER AND INDIAN PREFERENCE WILL APPLY; PREFERENCE WILL ALSO BE GIVEN TO HONORABLY DISCHARGED VETERANS WHO ARE MINIMALLY QUALIFIED.

If required of this position you must possess and maintain avalid Washington State drivers license and be eligible for the Tribes Vehicle addition this position may be subject to pre-employment background clearances. If applicable these clearances must be maintained throughout employment.
