Job Summary

Description
The Special Projects Team collaborates closely with the Valuation Office and solicitors both within and outside the Scottish Government on surplus land cases. Regular engagement with TS Area Managers is required for land management matters. The team coordinates with TS Finance to process invoices land compensation payments and allocate receipts from the sale of surplus land and properties as well as payments related to Wayleave Agreements. The post holder manages correspondence and official responses on land issues and serves as the first point of contact for all Non-Prescribed traffic sign applications. Line management responsibilities include oversight of one A3 post.

The Special Projects Team supports all Transport Scotland Directorates in delivering statutory and ministerial commitments. Its core responsibilities include managing and disposing of surplus land and properties linked to the trunk road network in coordination with land agents solicitors and the District Valuer. The team also acts as the first point of contact for land-related issues beyond the trunk network such as fly tipping landscaping servitude agreements and general enquiries.

Additionally the team leads on arranging Public Local Inquiries and preparing associated ministerial briefings and decision letters. It also processes non-prescribed sign applications from Scottish Road Authorities including those affecting the trunk road network and handles various other ad hoc matters.

Responsibilities
  • Management and disposal of all surplus land associated with the trunk road network ensuring compliance with current procedures and standards.
  • Liaise regularly with the Finance Team to ensure accurate allocation of receipts from land and property disposals including Wayleave Agreements.
  • Ensure financial transactions are processed in line with the Scottish Governments commitments.
  • Handle queries and applications relating to Non-Prescribed traffic signs acting as the initial point of contact and ensuring accurate and timely responses.
  • Oversee and process Part 1 compensation claims ensuring all cases are managed in accordance with relevant legislation and guidance.
  • Direct line management responsibility comprising of 1 A3 post.

Working pattern
Our standard hours are 35 hours per week and we offer a range of flexible working options depending on the needs of the role. You will be expected to be office based twice per week pro rata.
