Main Purpose of Job
The Learning Experience Manager oversees the overall coordination delivery and evaluation of employee instructor-led training (ILT) professional development and capacity building programs ensuring that employees have access to appropriate training in accordance with established initiatives. Additionally this position is in charge of identifying and recommending the need for extra specialized training to meet the Department of Human Services (DHS) leadership management and organizational development needs.
POSITION DUTIES
- Develops communicates implements manages and is accountable for DHS Office of Learnings ILT programming.
- Provides guidance to the DHS Chief Learning Officer on best practices for professional development and learning.
- Responsible for implementing classroom-based training that aligns with the departments training plan and strategic goals.
- Organizes the execution of training programs intended to refresh and enhance specific staff competencies in accordance with DHSs strategic training objectives and identified training needs.
MINIMUM QUALIFICATIONS

Education: Graduation from an accredited high school or possession of a high school equivalency certificate.
Experience: Six years of administrative staff or professional work.
Notes:
1. Candidates may substitute 30 college credit hours from an accredited college or university for each year up to four years of the required experience.
2. Candidates may substitute the possession of a Bachelors degree from an accredited college or university and two years of experience in administrative staff or professional work for the required experience.
3. Candidates may substitute the possession of a Masters degree from an accredited college or university for the required experience.
4. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work related to the administration of rules regulations policy procedures and processes or overseeing or coordinating unit operations or functioning as a staff assistant to a higher ranking commissioned officer on a year-for-year basis for the required experience.
DESIRED OR PREFERRED QUALIFICATIONS
Preference will be given to applicantswho possess the following preferred qualification(s).Include clear and specific information on your application regardingyour qualifications.
- One year of experience delivering instructor-led training via in-person and virtual platforms.
- One year of experience developing designing and implementing training programs for adult learners.
- One year of experience utilizing adult learning principles or instructional design methodologies.
- One year of supervisory experience.
LICENSES REGISTRATIONS AND CERTIFICATIONS
Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operators license valid in the State of Maryland.
