Job Summary

DESCRIPTION

The Orange County Fire Authority (OCFA) is currently recruiting to fill one (1) vacancy for the position of Senior Information Technology Analyst in the IT Security section of the Information Technology Division. This recruitment will be used to fill the current vacancy and establish an eligibility list for future vacancies.


Applications must clearly demonstrate experience related to the essential functions tied to IT Security including planning and managing IT security projects assessing and addressing vulnerabilities incident response developing security training and familiarity with IT security frameworks such as NIST ISO 27001 and CISSP. Applications that do not show relevant experience in these areas may not be considered.


CLASS SUMMARY

Incumbents are responsible for performing professional level activities under minimal guidance in administering maintaining troubleshooting and/or developing computer systems and/or applications. Incumbents serve as leads on projects and to lower-level staff. Incumbents also serve as a subject matter experts in area of assignment.


DISTINGUISHING CHARACTERISTICS

The Senior Information Technology Analyst is the fifth level in an eight level information technology series. The Senior Information Technology Analyst is distinguished from the Information Technology Analyst by its project lead responsibilities and level of experience in a specific area of expertise and enterprise scope of responsibility with minimal supervision. The Senior Information Technology Analyst is distinguished from the Information Technology Supervisor which has full supervisory responsibilities.

ESSENTIAL FUNCTIONS

When assigned to IT Security:

  • Responsible for planning designing organizing implementing and maintaining IT security projects policies and procedures
  • Reviews tests and implements technology solutions for assessing and addressing technology vulnerabilities
  • Conducts and monitors IT incident preparation investigations responses documentation and analysis
  • Coordinates develops and presents IT security awareness training programs
  • Provides IT security reports analysis and metrics
  • Skilled and knowledgeable in IT security best practices NIST ISO 2700/27001 and CISSP
  • Identify vulnerabilities in current systems recommend solutions and implement those solutions
  • Provide emergency response to reduce down-time correct errors correct incidents or initiate and monitor vendor activity surrounding critical system failures off-hours scheduled maintenance downtime on an as needed basis
  • Collaborate with IT teams other business partners and external agencies to meet the security needs and keep up-to-date with the latest technology landscape and threats

SENIOR INFORMATION TECHNOLOGY ANALYST

MINIMUM QUALIFICATIONS

An equivalent combination of education and experience sufficient to successfully perform the essential duties of the job such as those listed above.


EDUCATION (position requirements at entry):

  • Bachelors Degree in Computer Information Systems Computer Science or a related field


EXPERIENCE (position requirements at entry):

  • Five (5) years of computer systems development and computer programming applications and/or database experience including project management leading multi-million-dollar enterprise-grade projects from envisioning through go-live support


LICENSES AND CERTIFICATIONS (position requirements at entry):

  • Possession of a valid California Class C Driver License is required at time of appointment


This classification is subject to enrollment in the California DMV Pull Notice Program which periodically provides Risk Management with the incumbents Driver License record and status.


HIGHLY DESIRED QUALIFICATIONS:
  • Experiencewith Incident Command Training ICS-100/200/700/800/300
  • Formal experience in facilitating security trainings briefings and public speaking
  • Experience with the creation and updating of security policies and procedures
  • Proven ability to successfully engage and collaborate with federal state local and tribal public safety agencies
  • Proficient in security software tools to investigate collect research and mitigate cyber threats

PHYSICAL REQUIREMENTS

Positions in this class typically require: stooping reaching walking pushing pulling lifting finger dexterity talking hearing seeing and repetitive motions.


Light Work: Exerting up to 20 pounds of force occasionally and/or up to 10 pounds of force frequently and/or negligible amount of force constantly to move objects. If the use of arm and/or leg controls requires exertion of forces greater than that for Sedentary Work and the worker sits most of the time the job is rated for Light Work.


WORKING CONDITIONS

Incumbents may be subjected to moving mechanical parts electrical currents intense noises and travel.

SELECTION PROCEDURES


INITIAL SELECTION REVIEW
