Job Summary

DEFINITION

Please note:

  • This is a departmental promotional recruitment. Departmental promotional recruitments are only open to permanent status County employees that are currently employed within the vacant positions department.

Under general supervision performs a variety of routine to complex professional civil engineering field and office work; may provide work direction and review for assigned technical support staff; performs related work as assigned.
DISTINGUISHING CHARACTERISTICS

Assistant Engineer I is the entry level class in this series. Initially under close supervision incumbents perform a variety of professional civil engineering assignments. With experience the work becomes progressively more diversified and difficult and requires increasing independence and judgment. This class is alternately staffed with Assistant Engineer II and incumbents may progress to the higher level after gaining experience and demonstrating proficiency which meet the qualifications for the higher level class.

Assistant Engineer II is the full working level in this series. Under supervision incumbents perform a variety of difficult engineering work and exercise a greater latitude of independent judgment. This class is distinguished from Associate Engineer/Associate Civil Engineer classes which function as a project leader with supervisory responsibilities whereas this class may have limited lead responsibility over professional or technical staff.

EXAMPLES OF DUTIES

  • Designs prepares and evaluates preliminary and final plans and specifications for a variety of road bridge drainage and related public works projects.
  • Performs complex resident engineering work on assigned projects including contract administration inspection and coordination of activities.
  • Inspects varied construction projects to ensure compliance with plans specifications and standards.
  • Prepares and maintains records and reports on assigned projects including progress cost payroll; approves change orders and progress payments.
  • Coordinates and/or directs the work of survey crews as necessary.
  • Checks parcel maps and records of survey; reviews and evaluates subdivision designs and plans.
  • Verifies and performs field calculations; directs and/or reviews the collection of field data and the preparation of maps cross-sections and related project notes.
  • Collects and analyzes data and prepares complex design and engineering studies and reports construction guidelines and contract specifications; performs foundation and drainage hydrological studies.
  • Computes and verifies land earthwork and other quantity calculations.
  • Represents the department and the County at meetings with contractors engineers developers property owners attorneys and representatives of other public and private organizations.
  • Directs and reviews the work of support staff as assigned; provides for job training.

QUALIFICATIONS

Knowledge of:
  • Principles and practices of civil engineering including design and construction.
  • Construction materials methods and equipment.
  • Computer applications related to engineering work.
  • Applicable codes regulations standards relating to public works engineering.
  • Basic supervisory principles and practices.
  • Safety practices pertaining to the work.
  • Engineering mathematics.
Skill in:
  • Performing detailed analysis of designs specifications and plans.
  • Applying engineering principles and techniques to evaluating and solving simple to complex civil engineering problems.
  • Computing complex engineering calculations quickly and accurately.
  • Preparing clear and precise plans and sketches.
  • Inspecting construction projects to ensure compliance with plans and specifications.
  • Preparing clear concise and accurate reports and correspondence.
  • Following complex written and oral instructions.
  • Exercising sound independent judgment within establishedguidelines.
  • Dealing tactfully and effectively with the public County staff other agencies engineering firms contractors developers manufacturers and others contacted in the course of the work.
Other Requirements:
Must possess a valid California drivers of a valid California certificate as an Engineer-in-Training is certain positions possession of a Land Surveyor-in-Training certificate is desirable.
Desirable Education and Experience:
A typical way to obtain the knowledge and skills outlined above is:
Assistant Engineer I: Equivalent to graduation from a four year college or university with major coursework in civil engineering.

Assistant Engineer II: In addition to the above two years of professional civil engineering experience in design and construction work at a level equivalent to the Countys class of Assistant Engineer I.

PROBATIONARY PERIOD

Persons appointed to regular County positions serve a probationary period. This is normally six (6) months but could be up to one (1) year. All designated safety employees serve a one-year probationary period.
