Because no single institution can tackle the complexity of the transition from fossil fuels to renewables and to climate neutrality Agora cultivates an intensive dialogue with stakeholders from politics civil society the economy and addition we are cooperating closely with a global network of think tanks to develop jointly analysis and policy proposals that promote net-zero transition in particular in Southeast Asia.
To strengthen our Power System Transformation team in Southeast Asia we are looking for a:
Project Lead / Project Manager Energy Policy (f/m/d)
Full- or part-time (min. 32 hours) based in Bangkok
As Project Lead / Project Manager working on Southeast Asia you will be part of Agora Energiewendes Power System Transformations Team and responsible for developing and managing research projects and stakeholder-oriented outreach activities. You will join a diverse team spread across Berlin Brussels and Bangkok to support energy transitions by cooperating closely with Agoras network of local and international partners with a particular focus on Thailand and the southeast Asian region.
Your responsibilities include
- Developing and managing research projects to facilitate the transformation of energy systems in Southeast Asia with a particular focus on Thailand;
- Produce policy briefs analyses and presentation materials on power-sector transformation topicse.g. renewable-energy enabling policies coal and gas transition strategies regulatory reforms power-system flexibility electrification and sector coupling and emerging technologiesgrounded in Southeast Asian contexts and supported by economic and energy modelling where relevant;
- Commission and guide consultants by drafting ToRs and reviewing interim and final outputs to ensure quality clarity and alignment with objectives;
- Conceptualize and deliver workshops and meetings with partners in Thailand and the region including agenda design speaker curation and capturing outcomes and synthesizing recommendations;
- Represent Agora in strategic events and policy dialogues in Thailand and across Asia; deliver talks panels and bilateral briefings;
- Coordinatingactivities across multi-stakeholder networks connecting governments industry private sector non-governmental and civil-society organisations;
- Communicating international experiences and best-practices as well as expertise and research results from Agora to support regional partners and stakeholders;
- Working with Agoras global network of think-tank partners especially those in Southeast Asia;
- Directly advising government stakeholders on key policies when appropriate;
- Supporting the development of Agoras long-term strategy including the support in drafting project and funding proposals.
- In the role as Project Lead additional requirements would include taking full responsibility for projects from start to finish ensuring quality and timely delivery managing project budgets strategically developing the subject area mentoring colleagues and guiding their analysis leading stakeholder management public speaking and networking potential coordination of global working groups and potentially fundraising
- As Project Manager the focus is on technical management and responsibility for specific projects with smaller budgets independent comprehensive research conceptualisation and development of complex topics technical supervision of students and interns and project-related reporting and communication.

We are looking for
- A strong desire to actively shape the global energy transition and a curiosity to deep-dive into specific policy regulatory or technical topics.
- A background in energy policy economics and/or finance.
- At least 5 years experience (for Project Manager roles) or at least 8 years working experience (for Project Lead roles) working in ASEAN countries preferably with direct Thailand exposure. An existing network of Thai and ASEAN stakeholders would be advantageous but not essential.
- Creative and strategic thinker capable of developing impactful ideas and contributing to research projects from concept to completion (for Project Manager roles) or leading and steering such projects end-to-end (for Project Lead roles).
- Strong written and verbal communication facilitation and intercultural collaboration skills;
- Experience in working in international teams and networks.
- Willingness to travel within Asia and occasionally to Europe.
- Fluent in English with fluency in Thai strongly preferred.
