MISSION STATEMENT

The Montana Department of Revenue administers nearly 40 state taxes oversees property appraisals and regulates alcohol cannabis and unclaimed property programs. The Cannabis and Alcohol Regulation Division enforces regulatory laws distributes distilled spirits and promotes responsible use of alcohol and cannabis.

DUTIES

Job Overview:

This position resides in the Cannabis and Alcohol Regulation Division of Department of Revenue. Duties include managing inquiries and appeals drafting documents such as proposed department actions compliance verification letters settlement agreements; conducting informal resolutions negotiating settlement agreements for compliance cases and educating licensees about cannabis and alcohol regulations. This position is responsible for monitoring tracking and coordinating cases with other staff; working with the Legal Services Office and the Office of Dispute Resolution and responding to inquiries as the compliance business expert; training other staff and determining appropriate actions related to compliance issues. The position does not supervise other staff.

Montana cannabis and alcohol licensing and compliance requirements

Compliance and resolution techniques

Negotiation and settlement techniques

Legal proceedings

Financial and business documents

Montana Code Annotated (MCA) Administrative Rules of Montana (ARM) existing case law and other legal procedures

Public Relations office administration records management and related processes

Skills in:

Research and analysis

Accuracy and attention to detail

Conflict resolution & customer service

Microsoft programs and other database applications

Written verbal and interpersonal communication

Working Conditions

  • Work hours may exceed 40 hours from time to time including weekends.
  • Office environment.
  • Lifting is infrequent less than 15 pounds.
  • Some travel may be required must have a valid drivers license.

REMOTE/TELEWORK: This position may be eligible to work from an approved worksite; however the successful candidate must be a primary resident of Montana as a condition of employment. This position would be required to report to the Department of Revenue office assigned by the supervisor. Employees must meet and sustain Department of Revenue telework eligibility requirements and supervisors approval to participate in the DOR Telework Program. Full-time teleworking is not available.

Training Assignment:This agency may use a training assignment. Employees in training assignments may be paid below the base pay established by the agency pay rules. Conditions of the training assignment will be stated in writing at the time of hire.

EDUCATION / EXPERIENCE

The above competencies are typically acquired through a combination of education and experience equivalent to:

Bachelors degree in business administration public administration criminal justice law enforcement or related field; and

Three years of work experience that includes negotiations settlements compliance licensing procurement contract administration or program administration.

Preferred work experience includes leadership and project management.

Other combinations of education and experience will be evaluated on an individual basis.
