In this role youll:

Lead the development and implementation of strategies that maximise the value of capital infrastructure projects and investments across Transport for NSW. You will play a critical role in ensuring that capital infrastructure projects and investments deliver maximum value within agreed funding envelopes align with strategic priorities and support informed portfolio-level decision-making.

Oversee scope optimisation financial analysis optioneering and options assessment and prioritisation frameworks to support informed decision-making and enhance capital portfolio management.

Ensure the efficient use of capital resources across the portfolio as well as recognising the constraints of agreed project the case of projects with funding pressures ensure options are presented which trade-off additional funding versus reduced scope.

Conduct comprehensive option assessments scope optimisation and financial analysis for capital projects providing recommendations that support strategic decision-making and value maximisation.

Provide expert advice to the leadership team on governance and decision-making related to the capital portfolio ensuring that decisions are well-informed and consider portfolio-level implications.

Collaborate with internal stakeholders (finance team capital infrastructure and investment project managers senior leadership) and external stakeholders (consultants government bodies) to drive optimisation and compliance.

Lead and develop an effective ethical and professional team of two (2) direct reports with a clear focus on the delivery of planned outcomes and the continual development of individual team member capabilities.

About you

You are a strategic and skilled leader with extensive experience in capital infrastructure projects including ability to critically review the business case to support value for money outcomes.

You also understand infrastructure project investment decision making financial governance and assurance frameworks like INSW and NSW Treasury Gateway policies and requirements.

You demonstrate:

Experience working on large capital infrastructure projects and leading major investment decision making processes within a large complex organisation. This includes options assessment cost benefit analysis lifecycle cost estimation and forecasting and identification of key delivery risks.

Proficiency in portfolio level scenario modelling financial analysis and management and public sector accounting for capital projects.

Ability to balance competing demands on capital resources while ensuring optimal allocation in a complex organisational environment

Highly skilled in asking the tough questions to correctly assess situations and suggest and implement remedial actions.

Gaining consensus among diverse stakeholders with differing priorities and objectives.

Appropriate tertiary qualifications such as in accounting finance economics and/or engineering or demonstrated relevant equivalent professional experience.
