Position Overview and Responsibilities:
This is an intermediate-level professional position in the Permitting program responsible for reviewing permit applications and recommending agency action within the Water Permitting Program for Domestic and Industrial Wastewater Potable Water and ERP Stormwater under limited supervision.
Duties and Responsibilities included:
- Review of NPDES Domestic and Industrial Wastewater permit applications and documenting permitting decision recommendations in the Districts Wastewater Permitting Section of the Water Resource Management Program.
- Review and provide engineering evaluation for permit applications for domestic and industrial wastewater treatment facilities as well as permit modifications and renewals and individual permits for domestic and industrial activity within the Northwest District (NWD) with minimum supervision.
- Review operational data designs engineering reports and other information submitted with the application to assure compliance with accepted engineering practices and Departmental rules and standards.
- Reviews general and generic permit Notices of Intent to use for the permitting and regulation of facilities such as concrete batch plants dewatering petroleum contaminated groundwater and sand/limestone mining under FACand 62-621.
- Reviews and prepares general permits for construction of water main extensions for public water systems pursuant to 62-550 FAC.
- Approves the general permits and reviews and approves all requests for clearance to place permitted public water components into operation both general and individual permits with only general level supervision.
- Provide technical advice to applicants regarding permit application deficiencies and prepares letters requesting additional information as required.
- Prepare permits and fact sheets and recommends issuance or denial of permits to supervisor.
- Independently conduct on-site inspections of domestic and industrial wastewater treatment facilities and sites of proposed facilities to verify information submitted with applications for permits for new existing and modified facilities.
- Consult with governmental officials professional engineering designers contractors developers and entrepreneurs on proposed plans to ensure adherence to DEP procedures regulations Florida Statutes and good engineering practice.
- Coordinate federal state and local requirements and agency actions to assure compliance with applicable rules.
- Coordinate with and provide engineering expertise to the Permitting and Compliance Assurance Programs to ensure that violations of rules codes and permit conditions are dealt with in an expeditious manner consistent with State and Federal guidelines for such violations.
- Performs research analysis and technical reviews for domestic and industrial wastewater permitted facilities.
- Utilizes the GIS computer mapping and data integration system and manages the permitted facilities in the WAFR database.
- Prepare and present domestic and industrial wastewater information at Department seminars and public environmental group meetings.
Performs other duties as required.
Required Knowledge Skills and Abilities:
- Knowledge of engineering design construction operations techniques principles and terminology.
- Skill in evaluating analyzing and interpreting aerial photography site plans and drawings.
- Knowledge of the terminology principles and analytical techniques of the physical or natural sciences.
- Ability to understand and apply applicable State and Federal rules regulations policies and procedures relating to environmental programs.
- Skill in collecting evaluating analyzing and interpreting scientific or technical data.
- Ability to serve the public DEPs stakeholders and each other in a courteous and timely manner.
- Ability to communicate effectively and professionally both verbally and in writing.
- Ability to maintain effective and productive working relationships with others.
- Skill in dealing with conflicts confrontations and disagreements in a positive manner.
- Ability to effectively prepare prioritize and organize work meetings and projects to meet deadlines and quality expectations.

Minimum Qualifications:
- Valid Driver License and ability to travel including some overnight.
- At least 6 years of verifiable related experience in Environmental/Regulatory and or Engineering. Post-secondary degrees from an accredited college or university with a major in Natural Science Environmental Science or Engineering may be used as an alternative for the required 6 years of experience on a year-for-year basis. A credential evaluation report from an approved agency must be submitted along with all foreign degrees.
- Pursuant to the sections 110.1127 and 435.04 Florida Statutes and DEP Directive 422 Background Investigation is required to successfully complete a background and fingerprint check.
