Senior Operations Specialist
Education: Bachelors Degree from a regionally accredited institution required
Required Skills:
- Proven experience in contract management oversight and execution.
- Between 5 to 10 years of senior-level experience in operations management administrative management and project management.
- At least 5 years of demonstrated leadership experience including directing managing or supervising teams or subordinates.
- Ability to excel in a fast-paced dynamic environment with tight deadlines and competing priorities supported by strong organizational planning and time management skills.
- Expertise in policy development program oversight guidance formulation capability development and resource planning.
- Excellent written and oral communication skills with the ability to identify key stakeholders foster collaboration lead cross-functional teams advocate positions effectively and negotiate compromises in a multifaceted environment.
- Experience supporting management and oversight of sensitive Department of Defense and Intelligence Community compartmented programs.
- Familiarity with the Planning Programming Budgeting and Execution (PPBE) process within the Department of Defense.
- Knowledgeable in handling Operation & Maintenance (O&M) and Research Development Test & Evaluation (RDT&E) appropriations.
Preferred Skills:
- Masters Degree or higher from a regionally accredited institution
- Over 10 years of senior-level experience in operations management administrative management or project management.
- At least 5 years of leadership experience directing managing or supervising teams or subordinates.
- Expert knowledge of the Department of Defense (DoD) Intelligence Community (IC) National Defense Functional Directives and Authorities (NDFDAs) including their functional relationships programs and policies.
- Proven ability to build and maintain professional relationships with senior civilian and military leaders across DoD the Joint Chiefs of Staff (JCS) interagency partners National Security Council executive branch appointees members of Congress and their staffs and other government agencies.
- Experience leading groups negotiating compromises and influencing key leaders and stakeholders on sensitive issues with national or international implications.
- Practical understanding of airborne operations range and airspace management airspace deconfliction and aircraft systems.
- Familiarity with the Intelligence Tasking Collection Processing Exploitation and Dissemination (TCPED) process.
Certification: PMP (P); Lean Six Sigma Green or Black Belt (Preferred)
Clearance: Active TS security clearance with immediate SCI eligibility upon award
