JOB SUMMARY
Provides strategic development leadership and operational management of Salt Lake Countys digital transformation initiatives application portfolio and data services in collaboration with the IT Executive Team. Oversees the design development implementation and maintenance of modern applications digital innovation programs business intelligence platforms and data analytics capabilities. Partners with customer agencies to deliver innovative digital solutions that transform government services and enhance citizen engagement.
MINIMUM QUALIFICATIONS
Bachelors degree from an accredited college or university in Information Technology Computer Science Data Science or other closely related field plus eight (8) years of related experience in digital services application development or data analytics of which three (3) years must have been in a leadership position managing development teams and digital initiatives; OR an equivalent combination of twelve (12) years of related education and experience of which three (3) years must have been in a leadership position managing development teams and digital initiatives. Education may not be substituted for the required leadership experience.
Preferred Qualifications:
- Professional certifications in cloud platforms (Azure preferred or Other Vendors Solutions/Domain Specific Architect)
- Experience leading digital transformation initiatives
- Advanced degree in Information Technology Business Administration or related field
- Certifications in Agile methodologies (such as: SAFe Scrum Master Product Owner)
- Demonstrated experience with modern data analytics and visualization platforms
Due to the nature of this position the successful applicant must pass a required background check through fingerprinting and enrollment in the continuous RAP Back (Record of Arrest and Prosecution Back) program in accordance with current County Human Resources policy requirements.
ESSENTIAL FUNCTIONS
- Provides executive leadership for multi-disciplinary teams across application development digital innovation and data analytics functions including all aspects of talent management performance optimization and professional development.
- Sets technical direction and standards in collaboration with Solutions Architecture ensuring teams adopt modern development practices appropriate technology platforms and maintain a culture of technical excellence.
- Oversees enterprise data and analytics strategy in concert with the County Data Privacy Officer (DPO) IT architect and critical partners ensuring all digital services meet security accessibility and regulatory compliance requirements.
- Directs the implementation of modern technical architectures to ensure scalable secure and efficient digital services.
- Drives operational excellence and continuous improvement across the digital services portfolio implementing best practices quality standards and performance metrics that deliver operational efficiencies and cost reductions.
- Leads the evaluation and adoption of emerging technologies to accelerate delivery and enhance service capabilities.
- Develops and executes comprehensive digital transformation strategies aligned with County goals that enhance citizen engagement and service delivery.
- Champions organizational change and innovation by establishing digital innovation frameworks leading proof-of-concept initiatives and fostering a culture of continuous improvement and experimentation across the organization.
- Coordinates enterprise-wide digital initiatives with IT Executive leadership and business groups to ensure alignment of resources responsibilities and strategic priorities across all digital transformation efforts.
- Builds and manages strategic relationships with internal and external customers elected officials and leadership to understand business needs align digital initiatives with organizational priorities and ensure clear communication effective resource allocation and successful delivery of transformative solutions.
KNOWLEDGE SKILLS AND ABILITIES (KSA)
Knowledge of:
- Software concepts principles and best practices for applications and architecture; design and testing; hosting and cloud-based services; Internet/Intranet technology and mobile devices
- SDLC software architecture development technologies tools and practices
- Microsoft products including but not limited to MS SQL SharePoint and MS Project
- Current and emerging technologies including but not limited to: ERP (PeopleSoft); Desktop applications (Exchange email and calendar MS Office SharePoint); Web (Explorer Google Chrome Firefox); Geographic Information Systems (GIS) AI and Agentic Systems.
- Building highly scalable applications and APIs using a wide range of open-source technologies
- Multiple software development languages
- Project management principles and techniques including project budgeting quality assessment and control and resource management Agile and DevSecOps methodologies

- Establish and maintain effective partnerships through collaboration and teamwork to ensure the effective use of information technology in support of the Countys business needs
- Assess business needs gather requirements and provide creative and effective business intelligence and analytics solutions in conformance with emerging best practices and technology standards
- Develop clear requirements for internal information technology staff and third-party vendors
- Ensure IT requirements are compliant and support customer-specific needs countywide policy standards infrastructure business processes and state and federal mandates
- Effectively balance maintaining legacy systems with modernization to reduce technical debt and risk while maximizing value
- Manage expectations set realistic goals and achieve them
- Communicate effectively both verbally and in writing
- Think logically and systematically; solve complex problems; effectively apply general principles to specific conditions. Approach a problem through a logical systematic and sequential process
- Work with other Executives to jointly develop and implement initiatives projects and systems

WORKING CONDITIONS AND PHYSICAL REQUIREMENTS
Work duties are typically performed in a general office setting with occasional travel to agency locations throughout Salt Lake County. May require attendance at evening meetings with elected officials or community groups. Position requires the ability to work effectively in both in-person and remote collaboration environments.
IMPORTANT INFORMATION REGARDING THIS POSITION
This is an executive-level position reporting directly to the Chief Information Officer. May be required to work holidays nights and weekends as needed. Position requires regular interaction with elected officials and senior government leadership. Expected to represent the County at technology conferences and professional organizations.
