Duties and Responsibilities:

- **Serves as the primary point of contact of the University of Hawaii (UH) Rural Health Research and Policy Center (RHRPC) providing strategic leadership and operational oversight for all RHRPC grants and projects.
- **Collaborates with the Principal Investigator (PI) and staff on strategic planning program design and developing proposals for new grant opportunities projects strategic initiatives and health-related federal relations.
- **Leads designated projects and initiatives managing cross-functional teams timelines budgets and deliverables while maintaining accountability for successful project outcomes.
- **Serves as the primary quality control checkpoint by reviewing and approving RHRPC documents reports proposals and deliverables prior to PI approval.
- Ensures timely completion of all grant reporting requirements including the review and analysis of project budgets expenditure reports and financial documentation by coordinating with project teams
- **Oversees the execution of RHRPC projects ensuring alignment with programmatic goals and reporting requirements while managing staffing processes and personnel coordination.
- **Provides mentorship and guidance to RHRPC staff through regular check-ins constructive feedback coordination of professional development opportunities and oversight of work quality and productivity while delegating tasks to staff as needed.
- **Leads internal meetings project reviews and cross-functional collaboration to promote clear communication cohesive coordination and strategic alignment across initiatives.
- **Represents the RHRPC or appoints staff to attend on behalf of the Center at external meetings conferences and stakeholder engagements designated by the Principal Investigator while cultivating and sustaining strategic relationships with key collaborators.
- **Conducts travel to conferences meetings and field locations as necessary to fulfill program objectives.

Minimum Qualifications
Education and Professional Work Experience
- Possession of a baccalaureate degree in health sciences political science business or related field and six (6) years of progressively responsible professional experience with responsibilities for public and health policy grant administration personnel management federal relations and/or strategic planning; or any equivalent combination of education and/or professional work experience which provides the required education knowledge skills and abilities as indicated.
Knowledge Skills and Abilities
- Considerable working knowledge of principles practices and techniques in the area of public and health policy as demonstrated by the broad knowledge of the full range of pertinent standard and evolving concepts principles and methodologies.
- Considerable working knowledge and understanding of applicable federal and state laws rules regulations and theories and systems associated with grant administration.
- Demonstrated ability to resolve wide ranging complex problems through the use of creative reasoning and logic to accurately determine the cause of the problems and the resolution of the problems in an effective innovative and timely manner.
- Demonstrated ability to interpret and present information and ideas clearly and accurately in writing verbally and by preparation of reports and other materials.
- Demonstrated ability to establish and maintain effective working relationships with internal and external organizations groups team leaders and members and individuals.
- Demonstrated ability to operate a personal computer apply word processing software and utilize programs and applications included in the Google and Microsoft Suites.
- If applicable for supervisory work demonstrated ability to lead subordinates manage work priorities and projects and manage employee relations.
Supplemental Minimum Qualifications
- Familiarity with Hawaiis rural health systems healthcare infrastructure and/or policy environment.
- Demonstrated knowledge of public health public policy rural health issues and government operations.
- Highly effective in managing complex projects and delivering clear compelling communication across written verbal and presentation formats.
- Demonstrated success in a fast-paced collaborative setting with effective collaboration across internal teams university leadership sponsors vendors researchers and external stakeholders.
- Skilled in managing multiple concurrent assignments while maintaining professionalism courtesy and a positive attitude in all interactions.
- Strong critical thinking and problem-solving abilities with sound judgment and analytical skills.
- Effective leadership and team management capabilities including conflict resolution and de-escalation techniques.
Desirable Qualifications
- Masters or doctoral degree from an accredited institution in health sciences political science economics or a closely related field.
- Extensive knowledge and experience with Hawaiis political and health landscapes including key stakeholders such as rural healthcare systems and providers community-based organizations serving rural populations the Hawaii State Rural Health Association Hawaii State Department of Health Hawaii Primary Care Association and Native Hawaiian health systems.
- Strong familiarity with national rural health policy and advocacy networks including the National Rural Health Association.
- Proven experience engaging with Congress and federal agencies on rural health policy funding and programmatic initiatives.
- Demonstrated expertise in contract development and management including procurement processes and compliance with purchasing regulations.
