Purpose of the Consultancy:
Amref Health Africa seeks a qualified consultant (individual or firm) to provide scientifically rigorous context-sensitive economic evaluation services that support program learning adaptation and publication. The consultancy aims to generate high-quality policy-relevant evidence by conducting a comprehensive economic evaluation of the M(H)IND Project.
It is envisaged that this work will adhere to international best practices including WHO guidance for economic evaluation in LMICs and the CHEERS reporting standards.
Scope of Work
The consultancy will encompass the following interrelated tasks:
- Desk Review: The consultant will start by reviewing all relevant documentation including M(H)IND project financial records monitoring reports and outputs to gain a baseline understanding.
- Field Work: Through site visits key informant interviews and focus group discussions in Central Western and Eastern Equatoria and Warrap States the consultant will gather contextual and qualitative data that complements quantitative findings.
- Implementation of Economic Evaluations: The consultant will perform economic evaluations clearly defining the economic perspective whether societal provider or mixed and time horizon. The evaluation will include sensitivity and scenario analyses to assess uncertainty and will apply gender and equity lenses to capture differences in outcomes across subgroups.
- Data Management and Quality Assurance: A robust data management plan will be implemented to ensure data validity secure storage and anonymization. All data handling will comply with South Sudan ethical standards and regulations.
- Reporting and Knowledge Translation: Findings will be compiled into draft and final evaluation reports complemented by a policy brief and a slide deck for dissemination. A validation workshop with Amref and stakeholders might be conducted to confirm findings. A draft manuscript will be prepared to meet prescribed standards for potential publication.
Requirements
The consultant can be either an individual a team or an all cases the Consultant shall demonstrate or possess the following:
- Clear and demonstrated understanding of (mental) health services and knowledge of the South Sudanese context.
- Track record of successful design implementation and reporting of economic evaluations (e.g. CEA CBA etc.).
- Excellent competency and use of quantitative data analysis software.
- Access to the above-mentioned software.
- Min. 2 publications in peer-reviewed journals where the consultant contributed to the economic evaluation components of the study.
- Strong interpersonal skills and capacity to work with people at all levels and with different cultural backgrounds.
- Committed to working and meeting the deadlines as agreed with Amref.
- Proactive attitude; able to work with minimal supervision and to plan work around tight deadlines.
- Available and fit to travel to locations in Central Equatoria Western Equatoria Eastern Equatoria and Warrap states.
- Excellent English communication and writing skills.
Timeframe
The consultant might be contracted to deliver services between November and December 2025.
