Lead Budget Analyst (BA4)

About the position
This position is a part of WaTechs Finance group and provides financial management services to managers and staff within the agency. The staff in the Finance group work collaboratively with each other in the areas of budgeting billing accounts payable accounts receivable payroll and general ledger accounting. This position reports to the Budget Manager.

Duties

Some of what to expect with this role:

  • Lead the process flow for fiscal notes beginning with posting and notifying appropriate subject matter experts and following up with analysts.
  • Lead the process flow for decision packages. This involves bringing together subject matter experts (SMEs) Communications the Executive team directors budget analysts and managers to produce a coherent decision package.
  • Lead the optimization of Apptios reporting capabilities and train new users; be a resource for service owners on financial reports available in Apptio (such as cost transparency expenditure trend reporting expenditure transaction etc.)
  • Serve as a resource for budget analysts in development and maintenance of the following reports: monthly and quarterly financial status reports corrective journal entries and other on-demand reporting to support the divisional service owners (Sos) the Office of Financial Management (OFM) and legislative staffing team members.
  • Guide and advise budget analysts on maintenance- and policy-level funding requests by reviewing and assisting with writing their financial analyses.
  • Provide an annual report about increases in vendor payments to the Budget Manager to determine how much to request maintenance-level funding.
  • Submit allotments and regular adjustments to Budget Manager for review and approval.
  • Submit payroll projections for the entire agency to Budget Manager for budgeting purposes taking into account funding splits position moves approved budgets for partial or full funding newly established positions etc.
  • Submit a comprehensive agency-wide allocation to Budget Manager of CSM revenues to various cost centers in the agency based on staffing funding approvals and other split determinants.

Qualifications

Heres what were looking for:

  • Nine years of experience in budget management fiscal program analysis or financial accounting. This experience must include:
    • Five years of professional experience performing cost or rate analysis and/or financial modeling.
    • Two years of experience supervising or leading budget staff.
  • A bachelors degree in business accounting public administration or closely allied field may substitute for up to four years of required experience.
  • Experience with state budget processes and policies or experience with federal city or other governmental budget processes and policies.
  • Expert-level skills in Excel financial modeling techniques and data management/analysis skills.
  • Experience with Xlookup Vlookup nested IFs and SumIFs; advanced pivot table functions such as calculated fields; macros are required.


Preference may be granted to applicants with the following:

  • MBA or MPA with a focus on budgeting planning and/or accounting.
  • Two years experience with Washington state budget processes and applications.
  • Experience with information systems such as AFRS Workday ERP reporting Apptio or other database systems.
  • Experience with writing funding proposals issue papers or similar.
  • Experience with Washington state legislative process.
