The Deputy Secretary for Health Preparedness and Community Protection serves as a senior leader in the PA Department of Health reporting to the Executive Deputy Secretary. This position strategically oversees and directs all aspects of the Deputates operations programs and addition to advancing the mission and vision of the Department this leader is expected to bring innovation and develop strategic plans to continue to advance public health in PA. DESCRIPTION OF WORK
This position will provide strategic direction and oversight for the Health Preparedness and Community Protection Deputate setting and achieving short-term and long-term goals in collaboration with the Secretary Executive Deputy Secretary Governors Office and other partners. The Health Preparedness and Community Protection Deputate currently includes the Bureaus of Epidemiology Laboratories Emergency Preparedness and Response Community Health Systems and Emergency Medical Services (EMS). Provide regular and ongoing support and guidance to Bureau Directors identify training needs and manages performance and disciplinary processes. Work with Bureau Directors to evaluate revise and enhance programs effectiveness and efficiency in achieving the Departments mission and efficiency in meeting objectives. Ensure compliance with all relevant federal and state laws and regulations. Identify opportunities and lead pursuit of these opportunities to advance the work within the deputys areas. Develop policy and planning documents addressing issues of current and future public health impact while coordinating with other areas of the Department other Commonwealth agencies the Governors Office and other external stakeholders.

Work Schedule and Additional Information:
- Work hours are 8:30 AM to 5:00 PM Monday - Friday with a 60-minute lunch.
- Telework:You may have the opportunity to work from home (telework) part-time with a requirement to report to the Harrisburg Office at least three days per order to telework you must have a securely configured high-speed internet connection and work from an approved location inside Pennsylvania. If you are unable to telework you will have the option to report to the headquarters office in Harrisburg. The ability to telework is subject to change at any time. REQUIRED EXPERIENCE TRAINING & ELIGIBILITY
QUALIFICATIONS
Minimum Experience and Training Requirements:
- No minimum experience and training required.
Additional Requirements:- You must be able to perform essential job functions.
Preferred Criteria (not required):- Advanced training in public health; strong preference for active medical license in Pennsylvania or Pennsylvania eligible.
- Extensive and progressively responsible professional experience in public health including significant administrative supervisory and budgetary experience.
- Expertise in program and project management with demonstrated outcomes.
- Strong technical writing skills and effective communication skills including experience in public health communication strategies.
- Experience using complex public health data to develop and evaluate public health programs.
- Experience in high-level strategic conceptual and analytical skills with an ability to contribute to a high performing Executive team to achieve organizational outcomes and meet strategic objectives.
- Ability to create a strategy build coalitions and communicate internally and externally.
- Experience managing complex issues through the development of new approaches initiatives and strategies that have a significant impact on the departments success while performing diverse specialized and complex work involving substantial accountability and decision-making responsibility.
