The departments are large with the Manager Clinical Services/Program Operations directly supervising at a minimum Nurses at the Level 4 or 5 classification/wage rate.

The Manager Port Alberni/West Coast is responsible for setting the direction of patient/client care activities operational planning human resource management financial management education and research for the assigned programs. The manager is responsible for development and implementation of care programs policies and procedures in a manner aligned with the organization s culture values and strategic direction and ensuring coordination of services with all relevant aspects of Mental Health and Substance Use and other VIHA programs.
QUALIFICATIONS:
Education Training And Experience
Baccalaureate degree in relevant discipline. Masters degree preferred. Seven to ten years of relevant management experience preferably in the Mental Health and Substance Use field. Experience in program redesign. Demonstrated knowledge of mental health and addiction service delivery systems.
Skills/Aptitudes Required: Excellent communication interpersonal skills problem solving and conflict resolution skills. Demonstrated ability to lead others and negotiate creative solutions. Ability to utilize both analytical skills and conceptual thinking to identify and resolve issues. Demonstrated commitment to collaborative practice and lifelong learning.
Relationship and Responsibility:
Reports To: Director MHSU
Degree of Supervision Received by the Incumbent: Functions independently as part of a leadership team.
Supervision Given by the Incumbent to Other Employees: Manages the performance of an assigned group of professional and other staff who report functionally to this position.
Advisory or Staff Responsibility: Resource to all VIHA staff.
Skills And Abilities
- Assets for this job include formal project management training certification in office management/business administration and a relevant masters degree.
- Excellent knowledge of issues affecting MHAS clients in all areas of service delivery clinical assessment treatment and organizational structures.
- Knowledge of relevant information systems to support the development of applications across MHAS.
- Knowledge of approaches to IM/IT development that ensures compliance with established standards within and across large health-care delivery systems.
- Knowledge of functional programming protocols and health facility capital planning and project management processes.
- Demonstrated leadership and team building skills interpersonal and communication skills.
- Demonstrated commitment to client-focused services.
- Ability to integrate administrative professional and operational aspects of the department effectively and efficiently.
- Ability to develop and nurture an environment where quality improvement principles are embraced and utilized continuously.
- Demonstrated organizational financial and project management skills.
