The Mission

The Digital Modernization Sector at Leidos is seeking a dynamic Senior JIRA Developer and Administrator to support cloud modernization initiatives for the United States Coast Guard (USCG) at Command Control Communication Computer Cyber and Intelligence Service Center (C5ISC) in the Alexandria VA area. This role is part of a high-impact program focused on delivering secure scalable cloud solutions that enable operational agility and resilience across the USCG enterprise.

As a JIRA developer and administrator youll be responsible for managing and optimizing JIRA and Confluence in support of cloud migrations and hosting services in AWS and Azure environments. This role is essential to offering JIRA and Confluence as service to variety of stakeholders and application owners. Youll work closely with cloud hosting teams application teams and program leadership to drive continuous improvement and deliver value to the mission.

Key Tasks:

  • Responsible for the overall support and maintenance of the JIRA platform and related solutions.
  • Provide day-to-day operational support activities as well as strategic planning initiatives involving JIRA and Confluence.
  • Support requirements gathering and assess/implement new capabilities as needed on JIRA and Confluence.
  • Administer JIRA and Confluence
  • Integrate various services internal and external to the enterprise.
  • Integrate the required support for compatibility with existing tools and services
  • Design and maintain custom projects workflows schemes screens field configurations automations user permissions and project roles in Jira/Confluence
  • Audit improve and automate processes and workflows as needed; determine ways to optimize Jira/Confluence
  • Assist in training for staff on Jira/Confluence regarding how to use the tools navigate projects and spaces
  • Troubleshoot identify and resolve Jira issues reported by program users
  • Coordinate with Customers and Cloud hosting team to provide suggestions and solutions to system configuration as needed
  • Provide ad-hoc Program support with application system issue and project level configuration as needed
  • Manage user access provisioning and ensure proper restrictions are in place

Basic Qualifications:

  • Bachelors degree in a related field (e.g. Computer Science Information Systems Business)
  • 5 years of development and systems administration experience
  • 3 years of experience in SharePoint 2016/2019 development on-Premises
  • 5 years of experience in Atlassian/Jira development and administration to include installation and configuration of custom applications.
  • Proficient in the implementation of Atlassian Plugins
  • Experience with Service Now platform
  • Experience working in cloud environments
  • Experience developing software team solutions using Atlassian tools and Atlassian Confluence
  • Troubleshooting and problem-solving skills
  • Proficient in creating and managing custom JQL filters dashboards and Confluence pages
  • Ability to work in a fast-paced mission-driven environment
  • Must be a U.S. Citizen and able to obtain a Public Trust and DoD Secret Clearance

Preferred Qualifications

  • Prior experience supporting DHS USCG or other federal cloud modernization efforts
  • Strong documentation communication and cross-functional collaboration skills.
  • Experience working with technical teams in cloud cybersecurity or enterprise IT environments

Pay Range $89700.00 - $162150.00
