Program Summary
IRCOs Housing Stabilization department consists of its Survivor Housing program which works with survivors of domestic violence sexual assault and human trafficking to identify and place survivors into transitional and long-term housing; its Permanent Supportive Housing (PSH) program which provides comprehensive support to families with children at risk or experiencing homelessness delivering services to families residing at the Hazel Ying Lee & The Ellington apartments; and its New Arrivals Housing program which identifies and places newly arrived refugee families into transitional and long-term housing. Together these programs are comprised of teams of Housing Specialists who help clients with emergency and stabilized housing solutions; case management; strengthening self-sufficiency; linkages to education and employment opportunities; assistance with accessing grants or other community resources; transportation; and navigating housing issues.
Position Summary
The Housing Stabilization Sector Manager is responsible for full oversight of the sector including award and budget administration supervision of staff of various backgrounds across several locations tracking of outcomes and operating as a key liaison to funders and relevant community partners. This includes supervising a team of Housing Specialists who assist individuals and families experiencing domestic violence (DV) sexual assault (SA) human trafficking (HT) people living with disabilities (PLWD) and newly arrived refugee families with long-term housing stability. The Manager uses their housing expertise to support staff in identifying and resolving housing barriers (ex: criminal history eviction/rental history property debt income restrictions) and establishing long-term action plans to ensure future housing stability. This role also monitors program performance and service quality community and network outreach expense monitoring award compliance and reporting. This position directly manages one or more Coordinator/s. Together the management unit supervises a team of approximately 10 Housing Specialists who provide direct housing case management for clients. Central to the success of this position is a comprehensive understanding of program functionality and management reporting and budget/expense management; equitable and effective staff supervision and leadership development; strengths-based and trauma informed care; a finely tuned attention to detail; and an organized structured approach to program and team management. This position reports to and works closely with the Director of Community Safety and Wellbeing Division.
Essential Functions
Program Leadership & Award Management:
- Lead and oversee planning and implementation of housing programs including development of a comprehensive service model and engagement with local service providers and partners. This includes designing and creating new tools including templates workplans / work-production schedules processes logic models annual plans and any relevant forms.
- Oversee daily program operations and ensure high quality service delivery to meet all objectives stipulated by the housing awards
- Ensure effective service delivery; maintain all program records and ensure achievement of program deliverables and timely reporting
- Coordinate with funders networks and partners in the provision of services to clients. Facilitate meetings and ensure cohesion in co-case management with other internal and external providers and case managers regarding clients and programmatic issues.
- Conduct regular program reviews and periodic participant casefile reviews to improve efficiency and ensure compliance with award requirements and best practices
- Ensure all new programs align with our mission adhere to sector and division vision have achievable scopes and budgets and respond to community needs
- Manage program budgets; design and/or review budgets prepare amendments and track expenses including direct client support and matching funds
- Review awards and negotiate as needed with funders. Ensure award process moves forward efficiently and that program staff fully understand award expectations.
- Identify prospective safe affordable housing sites and establish relationships with landlords and property managers; build awareness about the program and increase housing options for survivors of DV/SA/HT and PLWD
- Adapt program operations and models to evolving IRCO policies funder requirements context and client needs
- Lead housing related program assessment monitoring and reporting activities; track outputs for each award and submit timely reports to funders
- Work with data and evaluation team to define outcomes regularly assess programs strengths and challenges and utilize continuous quality improvement practices
- Oversee the identification safeguarding and destruction of confidential information and compliance with federal and state regulations
Team Management:
- Provide reflective supervision to Coordinator/s to ensure quality service delivery for clients
- Create a supportive positive and accountable work environment
- Responsible for hiring conducting performance evaluations setting wages for the team and taking disciplinary action when necessary and in alignment with program sector and organization wide practices rules and policies
- Provide sector-wide onboarding support with role-specific onboarding (as requested by Coordinator) and ensure ongoing professional development opportunities for all sector staff
- Apply a consistent interpretation of IRCO policies guidelines and overall Code of Conduct
- Help troubleshoot daily problems with staff and Coordinators building processes and forms to support workflows; implement workflow procedures based on funder regulations
- Ensure staff maintain highest level of confidentiality in their daily work
- Provide Coordinators and housing staff with backup during interventions with landlords creditors and community partners as well as with escalated cases
Strategy Vision & Representation:
- Lead strategic visioning and development of the Housing Stabilization portfolio
- Establish and maintain an outreach and engagement plan to reach varied communities and community leaders and oversee its implementation by the team; cultivate collaborative relationships with funders and community partners
- Advocate with funders to ensure awards and scopes of work are manageable allow for quality services and adequately compensate staff
- Represent the sector at state county and municipal levels with commissions committees and community coalitions as necessary
- Participate in funder and partner meetings to represent the sector and client needs
- Provide public relations and outreach support to meet sector and organizational goals and objectives
- Attend and actively participate in assigned community relations activities advisory and/or committee meetings; participate in All Staff meetings trainings committees and other activities to support IRCOs goals and objectives
Secondary Functions
- Serve on the Senior Management Team represent sector programs and contribute to key management and strategic decisions
- Support Coordinator/s to organize community and group trainings / awareness-raising activities in communities and participate in and represent the sector at public speaking events when needed
- This position is a Trauma Informed Care Champion and conduct supervision and program oversight using strengths-based TIC lenses
- Research compile and present best practices and resources for the sector
Education & Experience
MINIMUM JOB SPECIFIC QUALIFICATIONS:
- Possess an impeccable degree of confidentiality; knowledge of laws about confidentiality disclosures and releases of information
- Bachelors Degree and 5-6 years of experience
- Be highly organized self-directed and with the capacity to multitask and pivot effectively; able to meet multiple and often competing priorities and deadlines
- Have strong analytical and problem-solving skills and demonstrate good judgement
- Have decision-making abilities and successfully respond to situations of pressure involving individual circumstances balanced against organizational policies and goals
- Possess exceptional communication skills verbal and written with excellent listening skills
