Essential Functions:
- Demonstrate outstanding knowledge and experience with the highest level of Customer Service and lead staff.
- Demonstrate deep knowledge of working within the Colorado Home Rule tax environment.
- Manage the administration of ordinances defining sales and use tax base tax collection reporting auditing and enforcement programs.
- Manage and coordinate banking relationships.
- Collaborate to ensure integrity of sales and use tax ordinance. Resolve disputes that arise from tax related issues.
- Prepare regular and special statistical financial reports.
- Evaluate and improve delivery of service and outreach efforts to the business community.
- Manage professional technical and clerical staff.
- Maintains absolute confidentiality of qualified information.
- Maintains current knowledge of laws relating to sales and use business and occupation taxes. Assists executive staff and legal counsel with tax-related issues.
- Ensures that Generally Accepted Accounting Principles are used. Establishes good business practices including the separation of duties for security purposes and maintaining confidential information.
- Maintain current knowledge about business activity in the City. Assist with the establishing and implementing compliance policies and procedures.
- Approve payment agreements for taxpayers. Initiate collection and enforcement procedures.
- Partner with the technical staff ensuring systems provide efficient service delivery.
- Make presentations provide guidance and information to businesses and the public to educate on the tax requirements.

- Functions as advisor to and typically reports directly to a department director or deputy/assistant director sets goals and objectives for team members to achieve operational results.
- Provides guidance analyzes and resolves department issues and ensures effective communication across all levels of supervision.

- Makes personnel decisions related to hiring performance or disciplinary actions.

Qualifications:
Education:
- Bachelors Degree in Business Administration Accounting Public Administration or related field required.
- Graduate Degree in Business Administration Accounting Public Administration or related field preferred.
Experience:
- 5 years experience in progressive and relevant professional experience in sales and use tax administration and sales and use tax auditing Experience with sales tax software systems and coordination of banking services required. Must be in addition to any experience used to satisfy the education requirement.
- 3 years supervisory experience required.
- Proficiency in the use of computers and a wide variety of office software products including Word Excel Access PowerPoint custom programs Internet and email services required.
An equivalent combination of education and or experience may substitute for the education requirements on a year for year basis.
Knowledge Skills and Abilities:
- Must possess strong leadership and management skills.
- Establish and maintain effective working relationships with subordinates other employees officials and the public.
- Excellent communication skills interpret and explain policy statutes and ordinances.
- Demonstrate exceptional problem solving and conflict resolution skills.

Physical Demands and Working Conditions:
- Frequent minimal physical effort typically found in clerical work. Primarily sedentary may occasionally lift and carry light objects. Walking and/or standing as needed and minimal.
